About this file

This is an Invitation to Bid (ITB) document issued by the City of Bartow, Florida, for the procurement of safety products, equipment, and supplies on an ongoing, as-needed basis. The City seeks qualified vendors to supply various commodities including safety boots, vests, eyewear, first aid kits, gloves, hard hats, hearing protection, head protection, traffic safety equipment, and related personal protective equipment to city departments located throughout the municipality. The solicitation was released on September 4, 2026, with a question submission deadline of September 16, 2031, and a response deadline of September 24, 2031, at 2:00 PM. The City intends to establish a Qualified Vendor List (QVL) of all responsive, responsible vendors meeting the solicitation requirements, with awards made to multiple qualifying vendors rather than a single awardee. The contract term is ongoing for a period not to exceed four years from the issuance date, with a total term not exceeding five years, expiring on September 30, 2031, unless terminated earlier. No renewal options are available following contract expiration.

Vendors must provide a minimum 10% discount off current MSRP or retail list prices, with discounts calculated on either the original price or sale price, whichever is lower. Two pricing methods are acceptable: catalog line-item pricing with individual product discounts or category percentage discounts applied to grouped product lines. Vendors may offer varying discount percentages by product category. All prices are firm for the duration of the contract, with the City receiving full proportionate benefits of any price decreases immediately upon occurrence. Delivery must be made F.O.B. Destination with freight prepaid by the vendor, typically within two business days of order placement on regularly stocked items. Vendors must maintain workers' compensation insurance with minimum limits of $100,000 per accident and $500,000 policy limit for disease, commercial general liability insurance of $500,000 per occurrence, and commercial automobile liability insurance of $500,000 per accident. General qualifications require vendors to have been in business for at least two years under the same name and Tax ID, possess appropriate business licenses, and provide three professional references from similar projects completed within the past five years. For footwear vendors specifically, a dispensing facility within 25 miles of Bartow or an approved mobile dispensing vehicle is required. All manufactured items must comply with OSHA requirements and carry UL listings where applicable.
