About this file

This Invitation to Bid (ITB) document pertains to the Thomas County Board of Commissioners Public Works Department in Thomas County, Georgia, for the 2025 Colonial Square Roundabout, Sidewalks, and Resurfacing Project. The project encompasses multiple components including construction of a roundabout at the intersection of Liberty Street and Constitution Avenue, installation of concrete sidewalks along four streets (Liberty Street, Williamsburg Avenue, Constitution Avenue, and Independence Street), full-depth patching and reconstruction at designated locations, milling and resurfacing of identified roadways, installation of storm drainage infrastructure at the Liberty Street and Constitution Avenue intersection, and demolition and removal of existing infrastructure. Sealed bids must be delivered to the Thomas County Public Works Department prior to 1:00 P.M. on August 15, 2025. A mandatory pre-bid conference will be held on Wednesday, August 6, 2025, at 1:00 P.M. in Room 215 on the 2nd floor of 116 West Jackson Street, Thomasville, GA 31792. Bids will be publicly opened and read aloud at the same location at the specified deadline time.

All bidders must be certified contractors with the Georgia Department of Transportation (GDOT). While the majority of work involves concrete and asphalt and does not require a utility contractor's license, certain portions of the project mandate a licensed utility contractor as required by law. Bids must be sealed and clearly marked with the project title. Attendance at the mandatory pre-bid conference is required for any entity intending to submit a bid for this project.
