About this file
This document is Addendum I to Invitation to Bid (ITB) No. AES 24 25 134 issued by the Florida Department of Agriculture and Consumer Services (FDACS) for Mosquito Control Incident Response Services. The addendum provides clarifications and answers to vendor questions regarding the solicitation, specifically addressing pricing details from a previous state mosquito control agreement, application rates for Malathion and Dibrom, workload distribution among contractors, and bid evaluation methodology. The state intends to award the contract to multiple vendors based on their ability to complete assigned work, with pricing and quality being critical evaluation factors.
The addendum reveals that the previous Vector Disease Control International (VDCI) agreement included aerial ULV services at $2.56/acre and ground ULV services at $104.49/mile. For the current ITB, the standard application rates are 2/3 ounce per acre for Dibrom and 2/3 ounce per map mile for Malathion. The state will evaluate bids on a year-by-year basis rather than a cumulative total, with the intent of making a multi-vendor award. Vendors are advised that the workload will be split equitably among contractors based on their performance in completing assigned work, and the evaluation will focus on both quality and price to determine responsive and responsible bidders.

ADDENDUM I
DATE: June 4, 2025
TO: VENDORS
FROM: Britne’ Hill, Procurement Officer
RE: Invitation to Bid No. ITB AES 24 25 134 Mosquito Control Incident Response
This addendum is to provide answers to questions received in reference to this Invitation to Bid.
Question / Answer
1. What was Vector Disease Control International (VDCI) pricing from the 2024 FDACS State Mosquito Control agreement for aerial services per acre and ground ULV services per map mile?
VDCI pricing from the 2024 FDACS Mosquito Control agreement was as follows:
Aerial ULV services $2.56/acre Ground ULV services $104.49/mile
2. What is the application rate the State will require the vendors to apply Malathion and Dibrom at? Because the state is requesting turnkey operation, and this is a fixed pricing ITB to include application means and product provided by the vendor and this ITB will go to the lowest responsive and responsible vendor, variability in pricing based on application rate can alter vendor prices and needs to be “apples to apples” in the rates we are bidding on. This information is needed to provide the most accurate price per UOM for the ITB.
: For the majority of applications:
Dibrom 2/3 ounce /acre (.6667 ounce/acre)
Malathion 2/3 ounce /map mile (.6667 ounce/map mile)
3. How will the State deem the workload viable for single contractors or multiple contractors?
Work is split between multiple vendors as equitably as possible, based on how vendors complete assigned work.
4. Is the State going to award this bid based on the sum pricing grand total of column C in the initial year only or take the combined sum grand total pricing of Column C for the initial year, Renewal 1, 2, & 3 to the lowest responsive, responsible bidder.
Quality and price are each critical factors in the evaluation for responsive and responsible bidders and the intent is for a multi-vendor award. The total (sum) for column C will be evaluated year by year, not as a grand total of initial year, renewal year 1, 2 and 3.
