About this file
This is Addendum #1 to Invitation to Bid (ITB 2026-023) issued by the Florida Department of Education, Bureau of Contracts, Grants and Procurement Management Services, providing clarifications and responses to vendor questions regarding property moving services. The Department seeks a single qualified contractor to provide office relocation and surplus property handling services on a local and statewide basis for a thirty-six (36)-month term with potential renewal for two additional one-year periods. Services include moves within 50 miles of Tallahassee, statewide relocations throughout Florida, cubicle assembly and disassembly, surplus equipment pickup and transport to warehouse facilities, and transport of office trailers and vehicles. The Department anticipates approximately 100 moves annually excluding surplus pickups and cubicle builds, with large statewide moves occurring two to three times yearly. The contractor must maintain standing availability of two personnel and a straight truck for Wednesday and Friday service in Tallahassee year-round, with regular operating hours of 8:00 a.m. to 5:00 p.m. ET Monday through Friday. Technical questions were due February 16, 2026, and bid responses were due March 10, 2026, by 1:00 p.m. ET, with an intended award date of March 17, 2026.
The contractor must possess minimum equipment including one semi-truck, four straight trucks, and one portable storage unit, and must demonstrate thorough knowledge of Haworth and Pride cubicle systems without requiring manufacturer certification. All personnel require background screening through the Department of Management Services prior to commencing work. Pricing must remain fixed for the initial three-year contract period with no annual increases permitted. The contractor assumes responsibility for all damages during moves and must maintain workers' compensation insurance with minimum employers' liability limits of $100,000 per accident and $500,000 policy aggregate, plus comprehensive general liability coverage of at least $100,000 per occurrence. Emergency same-day moves are rare; when scheduled, the contractor must respond within a few hours with most work coordinated for the next business day. The Department will not provide loading zone permits but does not require them at Department facilities; if needed elsewhere, the contractor must obtain permits. All bids must include a signed acknowledgment of this addendum and remain firm for 180 days from the bid opening date.

A. No loading zone permits are required where DOE conducts Business, in the event that one is needed then the contractor will be responsible for obtaining the permits.
27) Q. How will weekend work be scheduled and authorized?
A. Weekend work is rare and is typically authorized and coordinated by Department of Education (DOE) staff, when necessary, such as in response to hurricanes impacting areas throughout the state where DOE personnel are located. The Department generally adheres to the established Wednesday and Friday schedule.
Any weekend services require prior authorization and coordination by DOE staff.
28) Q. The bid does not mention anything about the ability to increase price every year where applicable, can the vendors assume that if needed, we would have the ability to present a price increase? If so, we could safely assume that if applicable, awarded vendor would then cap the increase at 3% and notify the department of said potential increase at least 90 days prior to the date of the increase.
A. No price must remain the same for the initial 3 years.
29) Q. Is the Department of Education open to making changes to the terms and conditions of the service agreement to mirror other agreements the awarded
ITB 2026-023 Addendum #1 Page 6 of 7 vendor has with other State/Local Entities across the state that relate specifically the services being rendered.
A. No
30) Q. If awarded, would the department be open to adding language in the contract around county and state being required to ensure all vehicle and trailers are of good sound and safe from an operational standpoint? That the vehicles and trailers comply with all local, county and state requirements. Vendors providing this type of service are happy to provide it, however we would not want to take responsibility for the condition of someone else’s vehicles and due insurance would require us to take a significant number of exceptions on the trailers and vehicles before moving. Is the department open to negotiating language into the contract that is mutually acceptable as it relates to this service?
A. No
