About this file
This is an Addendum No. 3 to ITB 8393 issued by the City of Waterbury, Connecticut, Office of the Director of Purchasing, for the 170 Freight Street Slab Removal project. The addendum extends the bid submission deadline to November 7, 2025, at 11:00 AM and references three attached concrete analysis files: GCT66302-1 Concrete.pdf, GCT66330-2 Concrete.pdf, and GCT66298-1 Concrete.pdf. The document does not specify project scope details, quantities, site visits, or bidder conferences in the addendum itself, as these would have been included in the original ITB documents.
For proposals exceeding $50,000, bidders must submit proposal security in the form of a certified check or bid bond equal to ten percent of the total proposal price. The attached laboratory analysis reports from Environmental Laboratories, Inc., dated July 9, 2025, document the environmental testing of concrete samples collected on June 27, 2025, from the project site. The test results indicate the presence of PCB-1254 at 410 µg/kg and detectable levels of certain metals including arsenic (0.83 mg/kg), barium (42.3 mg/kg), chromium (7.36 mg/kg), copper (13.8 mg/kg), nickel (4.85 mg/kg), lead (2.01 mg/kg), vanadium (10.6 mg/kg), and zinc (21.0 mg/kg), with most volatile organic compounds and semivolatiles showing non-detect results. These environmental findings are critical to understanding potential hazardous material handling requirements for the slab removal project.

Comments:
Volatile Comment:
There was a suppression of the last internal standard in the low level analysis, all affected compounds are reported from the methanol preserved high level analysis which did not exhibit this interference.
All soils, solids and sludges are reported on a dry weight basis unless otherwise noted in the sample comments.

Comments:
Per 1.4.6 of EPA method 8270D, 1,2-Diphenylhydrazine is unstable and readily converts to Azobenzene. Azobenzene is used for the calibration of 1,2-Diphenylhydrazine.
Corrosivity is based solely on the pH analysis performed above.
Ignitability is based solely on the results of the closed cup flashpoint analysis performed above. Passed is >140 degree F.
The regulatory hold time for pH is immediately. This pH was performed in the laboratory and may be considered outside of hold-time.
The reactivity, reported above, is based only on the EPA Interim Guidance for Reactive Cyanide. This method is no longer listed in the current version of SW-846.
The reactivity, reported above, is based only on the EPA Interim Guidance for Reactive Sulfide. This method is no longer listed in the current version of SW-846.
Results are reported on an ``as received`` basis, and are not corrected for dry weight.
All soils, solids and sludges are reported on a dry weight basis unless otherwise noted in the sample comments.
