Summary of ITB 786 – Mechanic Service Truck
This is an Invitation to Bid (ITB) document issued by the State of Idaho Transportation Department (ITD) through the Idaho Division of Purchasing for the procurement of Mechanic Service Trucks. The solicitation requests bids from qualified vendors for the purchase and delivery of specialized service vehicles equipped with field service cranes, welding equipment, air compressor systems, and fluid dispensing capabilities. While the ITB does not specify exact quantities, it indicates that annual estimates will be used for evaluation and award purposes, with no guaranteed minimum or maximum order quantities. The pre-bid conference is scheduled for May 21-22, 2025, via Microsoft Teams on a first-come, first-served basis, with registration required by May 20, 2025 at 5:00 p.m. MST. The ITB closing date and opening date are referenced in the IPRO header document, and bidders must submit responses electronically through IPRO Powered by Luma. The initial contract term is one year, with the option for four additional one-year renewal periods, resulting in an anticipated total contract term of five years. The desired delivery date is within 120 calendar days after receipt of each purchase order, though the State may accept alternative delivery dates when determined to be in the State's best interest.
The ITB requires bidders to submit comprehensive cost information on the provided Bid Schedule (Attachment 3), along with product information sheets, warranty documentation, and supporting documentation for any equal product substitutions. Award will be made to the responsive, responsible bidder with the lowest total cost. Invoicing will occur on a per-unit basis following acceptance by ITD, and payment will be made in accordance with Idaho Code 67-2302. The contractor must maintain Garage Keepers Liability Insurance with a minimum limit of $1,000,000 per vehicle per occurrence and provide extensive warranty coverage including bumper-to-bumper coverage for 12 months, chassis coverage for 24 months, service body coverage for 15 years, and component-specific warranties ranging from 24 to 60 months. Additional contractor responsibilities include conducting a pre-build conference within 14 calendar days of award, providing on-site training within 14 calendar days of delivery, arranging and funding a pre-delivery inspection at the manufacturer's facility (including travel and lodging for two ITD employees if the contractor is located more than 50 miles from ITD headquarters), and ensuring all warranty work is completed within 14 calendar days of notice from ITD. The document contains detailed technical specifications for the truck chassis, service crane body, welder, air compressor/hydraulic pump system, and all associated equipment and accessories. No set-asides are designated in this procurement.
