1. GENERAL DESCRIPTION
These specifications cover dual chemically coated Solid Glass Spheres (SGS) for use in water borne traffic line paint pavement markings by the drop-on method. The water borne traffic line paint resin composition consists of a one hundred percent (100%) acrylic emulsion. The SGS must lend themselves readily to a uniform distribution and to firm embedment throughout the wet paint film when they are applied during normal striping operations.
2. MATERIALS SPECIFICATIONS FOR DUAL CHEMICALLY COATED SGS
All SGS must conform to the American Association of State Highway and Transportation Officials (AASHTO) Designation M247, SGS Used in Traffic Paints, with the following exceptions and additions. https://transportation.org/
2.1. Appearance - The SGS must be transparent, clean, dry, free flowing, free of lumps and clusters, smooth, spherically shaped, free from milkiness, pits, excessive air bubbles, and foreign matter. The SGS must be a colorless glass to the extent that they do not impart a contrasting color (i.e. brown, yellow, or green) when applied to the white traffic line paint.
2.2. Dual chemical coating - The SGS must be coated with chemical compounds that provides both anti-wetting and adherence properties. ITD reserves the right to conduct a quality assurance test to confirm that the dual chemical coatings are present on the SGS.
2.3. Roundness – The SGS Category 1 must have a minimum of seventy percent (70%) true spheres tested in accordance with AASHTO T 346 (AASHTO) The SGS Category 2 must have a minimum of eighty percent (80%) true spheres.

2.5. Resistance to acid – The SGS must not develop any surface haze or dulling when tested as follows: Place ten (10) g of the SGS in a one hundred (100) mL beaker and cover with a 1N sulfuric acid. Let soak for five (5) minutes. Rinse the SGS three (3) times with distilled water. Dry, then examine the SGS under a microscope and compare with the untreated sample.
2.6. Resistance to calcium chloride – The SGS must not develop any surface haze or dulling when tested as follows: Place ten (10) g of the SGS in a one hundred (100) mL beaker and cover with a 1N calcium chloride solution. Let soak for three (3) hours. Rinse the SGS three (3) times with distilled water. Dry, then examine the SGS under a microscope and compare with the untreated sample.
2.7. Resistance to sodium sulfide – The SGS must not darken when tested as follows: Place ten (10) g of the SGS in a glass stopper bottle and cover with a solution containing by weight fifty percent (50%) sodium sulfide, forty-eight percent (48%) distilled water, and two percent (2%) of an anionic wetting agent. Soak the SGS for one hour and then rinse the SGS 3 times with distilled water. Dry, then examine the SGS under a microscope and compare with untreated sample.
2.8. Water resistance – The SGS must not develop haze of dulling when tested as follows: Place ten (10) grams of the SGS in a twenty (20) x eighty (80) millimeter extraction thimble. Place the thimble in a large (No. 3) Soxhlet extractor with a one hundred twenty-five (125) milliliter boiling flask. Add one hundred (100) milliliter of distilled water, and reflux for two (2) hours. Rinse the SGS three (3) times with distilled water. Remove the SGS, dry, then examine the SGS under a microscope and compare with untreated SGS. Add five (5) drops of one (1) percent phenolphthalein indicator to the content of the boiling flask and titrate with one tenth (0.1) N hydrochloric acid to the phenolphthalein indicator end point. Not more than four (4) and five (5) tenths (4.5) mL of one tenth (0.1) N hydrochloric acid must be used in the titration.
2.9. Total Lead and Arsenic – SGS used in pavement markings must not exceed two hundred (200) parts per million (mg/kg) of arsenic or lead, as determined in accordance with Environmental Protection Agency testing methods 3052, 6010B, or 6010C.
The manufacturer must have an independent laboratory that has a current Water Quality Laboratory Certification to conduct the analysis on the SGS. The independent laboratory must provide a copy of their states certification and information showing that the laboratory is approved for the parameters of Lead and Arsenic analysis. The laboratory must provide additional information as requested for quality assurance purposes if requested. The independent laboratory must be approved by the department prior to acceptance of results.
The manufacturer must provide all copies of the independent laboratories test results for each sample taken to represent the lot. One sample per fifty-five thousand (55,000) lbs of SGS manufactured will be tested for both lead and arsenic.
3. SAMPLING, PRE-TESTING, AND PRE-APPROVAL
ITD classifies the maximum amount of material contained in a lot of SGS to be one hundred twenty thousand (120,000) lbs. Each lot must be sampled twice; each sample representing sixty thousand (60,000) lbs of SGS. The samples must be taken from the production line according to the segmented production of the lot. Testing results on both samples must pass specification requirements for the lot to be approved. Test results (reports) must be included with product shipment.
The Contractor must provide a minimum of two (2), fifty (50) lb. paper bags representing each lot of SGS for testing purposes. The fifty (50) lb. paper bag samples will be taken and split down to a representative size prior to shipment by a Contractor’s representative and witnessed by a pre-approved State inspector. The cost of the State inspector will be incurred by ITD. The Contractor must notify ITD Central Laboratory Manager or designee a minimum of twenty-four (24) hours prior to the requested time for the inspection. The samples must be sent via an express shipping company at the expense of the Contractor to the ITD Central Laboratory for analysis and compliance with the current contract specifications.
Frequency of testing for Total Lead and Arsenic must be as follows: Two (2) samples per lot from the first ten (10) lots must be taken and tested for compliance to the specifications, resulting in a total of twenty (20) samples. Provided that all test results are acceptable for approval by ITD Central Laboratory Manager or designee for the first twenty (20) samples, the frequency of testing for Total Lead and Arsenic must be reduced to one (1) test per lot. If the results of the single sample for any lot exceed the specified limits, the testing frequency must return to a rate of two (2) samples per lot.
The Contractor must allow a minimum of two (2) weeks for testing, once the samples are received at ITD’s Central Laboratory. Lots will not be approved until receipt of the independent laboratories Total Lead and Arsenic results have been submitted and approved. The Contractor will be notified of all lot results.
Lots must not be shipped until written confirmation from ITD Central Laboratory Manager or designee to the Contractor approving the lots. Once approved, the lots must be immediately released for shipment to the appropriate destination.
4. PACKAGING
Packaging must consist of the following requirements or equal. The Contractor must supply SGS in fifty seven (57) gal. plastic drums and two thousand four hundred (2,400) lbs. bulk bags. The ordering districts reserve the right to order SGS in either configuration, or split shipments (e.g. half bulk bags, half plastic drums).
ITD will not accept SGS that are not free flowing as a result of circumstances including, but not limited to: packaging that does not meet the specifications in the Contract, outside Contractor storage, or careless freight hauling methods. Any SGS that are not free flowing will be returned to the Contractor at no cost to the State.
