ITB 32801-13754: Lake Renovation and Remediation Services Summary

This is an Invitation to Bid (ITB) issued by the Tennessee Wildlife Resources Agency (TWRA) for lake renovation and remediation services at two state parks. TWRA seeks to renovate Woodhaven Lake at Montgomery Bell State Park (Dickson County) and Travis McNatt Lake at Big Hill Pond State Park (McNairy County). The project encompasses lake drawdown, fish population elimination using piscicides, dead fish removal, water quality monitoring, lime or fertilizer application, and restocking of forage and sport fish species. Mandatory site visits are scheduled for November 7, 2025 at 9:00 AM CST at Travis McNatt Lake and November 13, 2025 at 1:00 PM CST at Woodhaven Lake. Contractors must confirm attendance with Jason Henegar at Jason.Henegar@tn.gov or 615-521-5901 at least two business days prior. The project spans from contract receipt through fall 2027, with eight distinct phases including treatment, refill, water quality management, and multiple forage and sport fish stocking events across two years. Total fish requirements include 1,531,200 forage fish (Threadfin Shad, Bluegill, Golden Shiner, Coppernose Bluegill, and Redear Sunfish) and 10,890 sport fish (All-female F1 and Florida Largemouth Bass and Channel Catfish).

Contractor qualifications must include five years of experience, an on-staff Fisheries Biologist with a minimum B.S. degree, additional field biologists, two certified applicators for aquatic herbicides and piscicides, and a minimum one drone capable of spraying chemicals meeting NDAA compliance standards. All required FAA certifications (Remote Pilot Certificate Part 107, Part 137), state Commercial Pesticide Applicator Certification, Aerial Applicator License, Aquatic Applicator License, and Commercial Operation License must be provided upon request. Contractors must provide proof of prior contracts exceeding $100,000 in gross value with major agencies such as TVA or public utility companies. Payments are made upon completion of each specified phase as approved by the Fisheries Division representative. Bids should be submitted on a per-acre treatment basis for the piscicide phase and per-fish-species basis for stocking phases, with delivery via FOB Destination. Fish must be inspected by TWRA prior to stocking, meet specified size and weight requirements, be disease-free, and delivered before 5:00 PM CST on weekdays, with weekend deliveries only upon TWRA agreement and 15-day advance notice.

L. FORAGE AND SPORT FISH STOCKING GUIDELINES

1. Prior to off-loading/stocking, fish will be inspected by TWRA. TWRA will evaluate the quality, weight, and size of the fish being stocked. TWRA will measure how many fish is in a pound and use that to calculate how many fish is in the truck to ensure the requested number of fish is provided. Moreover, the number of fish per pound cannot fall outside of the provided acceptable range for that species as the potential for too large or too small of fish could be in the lot.

2. At least fifty percent (50%), by weight, of the delivered forage fish shall be produced by the contracted vendor.

3. Testing and documentation will be required to verify that 100% female only

Florida Bass and F1 hybrid Florida Bass are used for stocking (dependent on lake).

4. Non-Target species such as gizzard shad or ANS species shall not be included with the delivery of any of the requested species. If these species are found, the entire load shall be denied by TWRA, and the amount/poundage shall be replaced, or the Contractor’s invoice shall be subject to reduction for amounts included in any invoice or payment that is denied by the State.

5. Fish shall be healthy and appear to be disease free. TWRA shall not pay for dead or diseased fish. For dead/diseased fish, the amount/poundage shall be replaced, or the Contractor’s invoice shall be subject to reduction for amounts included in any invoice or payment that is denied by the State.

6. Hauling tanks shall be adequate for the load/poundage and have oxygen and aerators (agitation) available for transport.

7. The Contractor shall be responsible for delivering and off-loading the live fish to the specified lakes with the appropriate nets, tubes/pipes, etc.

8. Prior to off-loading/stocking, fish will be inspected by TWRA. TWRA will evaluate the quality, weight or size of the fish being delivered and check for the presence of non-target or ANS/AIS fish species.

9. The Contractor shall be capable of delivering the requested number of fish after receiving a fifteen (15) day advance notice of the exact pounds/numbers, sizes needed to each lake.

10. Contractor shall ship the fish FOB Destination.

M. DELIVERY

1. Delivery dates and times shall be established by mutual agreement between the

Contractor and TWRA Regional Personnel once a purchase order is issued to the

Contractor. However, the delivery of fish shall be made before 5:00 PM CST for all lakes.
