A. Oversite provided by TWRA and/or other qualified representatives.
B. The temporary stream diversion shall prevent any passage of fish from below the barrier (downstream) into the area upstream of the barrier. A
‘perched’ culvert with a vertical drop of 3-4’ from the downstream lip to the diversion stream bed shall accomplish this.
C. Shall be installed by Contractor.
VII. STREAMBANK REMEDIATION
A. Please see the Attached engineering drawings from the Natural Resources
Conservation Service (NRCS) US Department of Agriculture (USDA).
B. Streambank Debris Removal - Select and carefully dig up any vegetation to be replanted in the riparian or bioengineering areas of the final design taking care to preserve the existing root structure. Stockpile selected vegetation in a manner that will allow for successful replanting. Remove all other trees, brush, stumps, existing grass, and any other vegetation from the proposed locations for all structures, from the location where the equipment will have to sit, and from the keyway location to construct the proposed conservation practice. Dispose of all woody vegetation by burning or burying onsite, under the direction of TWRA.
The burial pit location should not be close to the project site, and it would be best if it wasn’t in the floodplain adjacent to the site. Clearing shall be kept to the minimum needed to construct the designed practices. Conduct all burning according to Federal, State, and Local laws and regulations.
C. Erosion and public access control
1. Erosion control shall include, but not be limited to, the grading of the bank and placement of rock, fabric, and/or seed.
2. Public access control shall include adequate and reasonable barriers, signage and other protection methods (not mentioned) that limit public exposure to construction area hazards or risks.
VIII. STREAMBANK EXCAVATION AND EMBANKMENT
CONSTRUCTION
A. Excavation (Topsoiling) - There is normally a layer of topsoil at the top of the existing streambank. The layer will vary in depth. The topsoil layer shall not exceed 6” in depth (The local TWRA representative will specify when topsoil excavation is complete). The topsoil shall be excavated and stockpiled in locations that don’t hinder the construction operations.
Upon final grading, the topsoil material shall be evenly spread onto all disturbed areas where topsoil is no longer present. The topsoil shall be lightly tamped down with the bucket of the excavator or tracked in with the tracks of the dozer. The intention is for this to help with vegetation to be planted.
B. Excavation (Subgrade) - All structure subgrades shall be accomplished by excavating the slopes and keyways to the neat lines and grades shown on the drawings. The finished surface of all structures shall be relatively smooth and free of rocks, roots, or any item that could puncture the geotextile.
All excess excavated soil and cobble material can be used as fill material in areas specified by the TWRA representative. Special care shall be taken to place excess excavated material in areas that won’t allow reentry into the stream channel.
C. Earthfill - All earthfill material used shall be primarily silts, silty clays, and clay soils. All earthfill shall be free from sod, roots, limbs, debris, and any other material that will prevent proper compaction.
The final constructed surface shall be relatively smooth, firm, and prepared for the placement of the coir matting, geotextile, and rock. All compacted earthfill shall be compacted in lifts not to exceed 6” in thickness. The surface of each lift shall be compacted by walking a tracked piece of equipment over the entire surface of each lift a minimum of 2 times.
The constructed earthfills shall blend with the surrounding existing slopes as much as possible. A minimum 6” thick layer of topsoil shall be spread on top of any compacted surface that is to be seeded.
D. Geotextile - All geotextile shall be Class I, non-woven, needle-punched, minimum of 202 pounds of tensile strength, 433-pound puncture test strength, and a minimum of 8-ounces per square yard.
The geotextile shall be placed under all rock rip-rap. Securing pins shall be steel or fiberglass formed as a U-, L-, or T-shape. The L- and T- shapes require steel washers to prevent total penetration through the geotextile.
Lap abutting geotextile panels a minimum of 24 inches (unless otherwise specified) upslope over downslope and secure against the underlying foundation material. Place securing pins along the edge to hold it in place during installation, about 2 inches from the edge of geotextile at intervals, 12 feet max, in sufficient quantity to prevent slippage or movement of the geotextile.
Secure vertical laps through both layers midway through the overlap, secure horizontal and across slope laps only through the bottom layer. Repair all torn geotextile by spreading a new piece of geotextile.
IX. FISH BARRIER CONSTRUCTION
(VERTICAL STEEP BARRIER AND SCOUR POOL)
A. Shall be approved and strategically monitored with the TWRA representative.
B. Site preparation shall be the removal of trees as well as the moving, removing, adding of dirt, gravel, rock, or other such materials to accommodate precise placement of existing or new stone as per dimensional design provided by the stamped drawings.
C. Rock Rip-rap - The d50 36” boulders used for the fish barrier recovery and streambank stabilization shall range in size from 24” to 48” with the majority of the rocks 36” in diameter or larger. Construction will be easier if the boulders are cubical or rectangular in shape.
TWRA staff shall approve of boulders before they are placed. TWRA staff will be made available to accompany contractors to the quarry to select the appropriate boulders. All quarry produced rock rip-rap shall have a current material test for rock rip-rap. All rock rip-rap shall be relatively free from seams, shale, soil, cracks, and other defects. The rock rip-rap test shall not have a bulk specific gravity less than 2.5. It shall not have more than 2% adsorption.
Any rock rip-rap load that doesn’t meet these requirements shall be rejected by the local TWRA representative and not allowed to be used in the construction of this fish barrier structure.
D. Remove or store residual material (stone) in coordination with TWRA representative.
X. INSTALLATION OF FINISHED GRADE AND STRATEGIC
MUCH/SEEDING
A. Vegetative Streambank Stabilization - For the partial bank section of streambank stabilization, constructed slopes from the top of the rock rip-rap to the top of the bank shall be seeded with a TWRA approved seeding mix. The seeding mix shall contain seeds for both temporary and permanent vegetative cover.
After seeding, slopes shall be covered with straw mulch. Coir matting shall be installed after the straw mulch is applied. 700 g/sqm coir matting shall be biodegradable, have an 18-month minimum longevity, and be capable of withstanding an unvegetated sheer stress of 4.0 psf and unvegetated velocity of 10.4 fps. Coir matting shall be staked according to the manufacturer’s installation instructions.
All stakes shall be biodegradable, have a minimum 1' length and be installed with a maximum spacing of 3'.
B. Critical Area and Straw Mulch - Critical Area seeding shall be used to stabilize all areas disturbed during construction not addressed under bioengineering or vegetative streambank stabilization. All critical areas where the topsoil has been stripped shall be capped with a minimum of 6” of topsoil and fertilized and limed according to soil test results.
The Critical Area seeding mixture shall be a season appropriate native grass mixture (see local TWRA representative for seeding dates by species) and contain seeds for both permanent and temporary grasses. All disturbed areas shall be mulched with small grain straw mulch at a rate of
2.5 tons per acre. The mulch placement shall be completed as soon as construction of the rock rip-rap revetment is completed.
Straw mulch shall be crimped by walking back and forth across the mulched areas with a tracked piece of equipment.
XI. RESTORATION OF NATURAL STREAM
