About this file

This is Amendment #1 to Invitation to Bid (ITB) #32801-13563 issued by the Tennessee Department of Wildlife Resource Agency (TWRA) for Bat Mist Net Surveys, dated February 4, 2025. The amendment clarifies that the contract requires 144 net nights of effort spread across 4 Wildlife Management Areas (WMAs) annually, with 36 net nights per WMA per year. A minimum of four Net Sets must be used at each site per night during mist net surveys.

The amendment addresses grant contribution requirements, confirming that volunteer hours associated with telemetry when target species are captured can be used as match contribution. However, the contractor must provide match contributions annually across the 5-year project period regardless of whether rare species are captured. The amendment cautions vendors against basing their contribution solely on the capture of rare species, as these species are rare and telemetry opportunities may be limited. Contractors remain responsible for their contributions regardless of capture success.

DATE: February 4, 2025

ITB # 32801-13563 IS AMENDED AS FOLLOWS:

Any restatement of ITB text in the Question/Comments shall NOT be construed as a change in the actual wording of the ITB document.

QUESTION / COMMENT STATE RESPONSE

1. You would like 144 net nights of effort spread across 4 WMAs annually? So, 36 net nights per WMA per year?

In accordance with C.6. A minimum of four (4) Net Sets shall be used at each Site per night during mist net surveys to produce a minimum level of annual effort of 36 mist Net Nights per WMA and a minimum level of effort statewide of 144 mist Net Nights.

In accordance with C.11. Bat Mist Net Breakdown – 36 total net nights per annual WMA survey per region, totaling 144 net nights.

2. Can the grant contribution be in the form of telemetry volunteer hours if/when a target species is captured? If not, would volunteer hours for TWRA in the fall/winter suffice for the contractor’s contribution?

If grant contribution means match, yes. All volunteer hours associated with telemetry if/when a target species is captured can be used as the contribution. The contractor will be responsible for documenting these hours and submitting the hours as a part of the match.

However, match must be provided annually and across the 5 years of the project. It is not recommended a prospective vendor base their contribution on “if/when” species are captured as these species are rare. If grant contribution is based on the capture of these rare species, prospective vendors must understand they will still be responsible for the contributions regardless of the capture of rare species and performing of telemetry.

2. ITB Amendment Effective Date. The revisions set forth herein shall be effective upon release.

All other terms and conditions of this ITB not expressly amended herein shall remain in full force and effect.
