About this file
This is Addendum Number One to an Invitation to Bid (ITB 27-01-O) issued by the St. Mary's County Metropolitan Commission for custodial services. The addendum clarifies and modifies the original bid specifications and provides responses to 13 questions submitted by potential bidders. The scope of work includes custodial services at three facilities: the Larry K. Petty Building (Operations Building) in Hollywood, Maryland, comprising approximately 14,000 square feet requiring three-day-per-week service on Tuesdays, Thursdays, and Saturdays; the Administration Building in California, Maryland, with approximately 9,000 square feet for as-needed services; and the Engineering Building in California, Maryland, with approximately 7,000 square feet for as-needed services. Services required include emptying trash and recycling containers, floor cleaning, window and glass cleaning, dusting, and restroom cleaning and restocking. A pre-bid conference was held on August 4, 2026, and the bid opening was scheduled for August 18, 2026, at 3:00 p.m. EST. The addendum clarifies that all work must be performed by the awarded contractor's own employees with no subcontractors permitted, specialty equipment rental or purchase is allowed, and VCT floor care and carpet cleaning services are performed approximately twice annually, typically in April/May and November/December during weekends and holidays when offices are closed.
The previous contract pricing is provided as reference: Operations Building monthly cleaning services at $850.00, VCT floor care at $500.00, with $0.00 for carpet cleaning; Administrative and Engineering buildings each charged $75.00 for one-time custodial services and $500.00 for VCT floor care with $0.00 for carpet cleaning. The bid is not subject to prevailing wage requirements or certified payroll, and no minority business enterprise participation goals are required. Proof of insurance and bonding must be submitted within ten days after contract award and approved by the Owner's Attorney before work begins. Contractors must possess a current Maryland Business License issued in the county of their home office, and a minimum of three years of relevant commercial experience is required, with experience documentation acceptable from owner and key personnel prior to business formation. The contract will be awarded to the lowest responsible, responsive bidder providing the best value, with the Commission reserving the right to make multiple awards, reject any bids, or re-advertise if prices are deemed unreasonable or unbalanced. Estimated quantities are for bidding and evaluation purposes only, with no minimum quantity guaranteed upon award.

B.) Modifications/Clarifications to Contract Specifications and Drawings
Generally, VCT Floor Care and Carpet Cleaning are requested and completed approximately twice each calendar year, at minimum. To ensure that the Contractor has some additional time necessary for the flooring to dry, we schedule during the weekend and near holidays when all offices and buildings are closed. Below is a general guideline of when services are anticipated to be requested, performed, and completed.
VCT Floor Care – April/May and then again in November/December
Carpet Cleaning – April/May and then again in November/December
