About this file
This is Addendum 1 to Invitation to Bid (ITB) 26B-002 issued by the Northwest Florida Water Management District for 2026 Sand Pine and Hardwood Eradication Services. The addendum addresses ten questions submitted during the inquiry period regarding the solicitation for vegetation eradication services across approximately 905 acres of longleaf pine habitat restoration sites in Bay, Leon, Jackson, and Washington counties in Florida. The work involves the complete eradication of sand pine and hardwood trees using exclusively hand-held equipment such as gas trimmers, brush cutters, clearing saws, chainsaws, and similar cutting devices, with no wheeled or tracked equipment permitted within the units. Interested bidders are encouraged to visit the units at their convenience prior to bidding, with georeferenced PDF maps available on the District's procurement website. Access to most units is provided through open District access roads and service roads, with the exception of Unit 1 at Elinor Klapp Phipps Park in Leon County, which requires contacting Regional Lands Supervisor Coakley Tayley at (850) 272-2737 for gated access. The bid submission deadline is February 17, 2026, and no mandatory pre-bid meeting is scheduled.
The District has allocated a total budget of $120,000 for eradication projects during the October 1, 2025, through September 30, 2026, fiscal year, with no engineer's estimate provided for individual bids. Unit 1 (1 acre) requires contractors to remove all pines and hardwoods from the work area and place them inside the adjacent wood line on the west side of the dam, while all other units do not require removal as long as materials meet the Work Technical Specifications within the Scope of Work. Trees to be cut range from seedlings to mature trees with varying diameters, and the units were last prepared between one to seven years ago using either herbicide treatment or site prep burns. Compensation and invoicing schedules, along with the time allowed for completion, are detailed in Section 4 and Section 5 of the Draft Agreement included in the ITB. The addendum also provides bid tabulation and individual bid forms from the prior year's ITB 25B-004 for 2025 Sand Pine and Hardwood Eradication Services as reference material for interested bidders.

Answer: No. Vehicles or carts used to transport personnel to the individual units are permitted on District service roads adjacent to the stands to the extent feasible around each stand. Please see individual unit maps showing adjacent service roads.
The restriction regarding wheeled or tracked equipment is only intended to prohibit tracked equipment from entering the unit to prevent damage to the planted trees.

Answer: There will not be a mandatory pre-bid meeting for this ITB. Interested bidders are encouraged to visit the units at their convenience prior to bidding on the ITB.
