About this file

This is Addendum #2 to an Invitation to Bid (ITB) issued by the Alaska Department of Corrections, Division of Administrative Services, for the replacement of manual transfer switches at Spring Creek Correctional Center (SCCC) in Seward, Alaska. The project involves removing and replacing two existing Square D Manual Transfer Switches with new Open Transition Automatic Transfer Switches. The original ITB deadline was November 27, 2025, at 2:00 PM local time; however, this addendum, issued December 5, 2025, establishes a new ITB deadline of December 10, 2025, at 2:00 PM local time. A mandatory pre-bid site visit was scheduled for November 13, 2025, at 11:00 AM. The addendum modifies the original contract documents by deleting Section 26 24 16 (PANELBOARDS) in its entirety and removing reference to mechanical/plumbing equipment from the Operation and Maintenance Data section. The addendum addresses thirteen questions from interested parties regarding work hours, bid submission methods, specification alignment, professional design requirements, testing protocols, generator communication, redundancy configurations, generator classification, feeder extensions, temporary power needs, facility escort requirements, and security training. The document includes a three-page Plan Holder's List identifying companies that received bid documents, with three companies highlighted as having attended the pre-site visit: Premier Electric, Consolidated Contracting & Engineering, and Samson Electric.

Key clarifications provided by the Department of Corrections include confirmation that contractors may work seven days per week within the 7:00 AM to 5:00 PM window with no overtime premium costs to the owner; that all three submission methods (mail, in-person delivery, and email) are acceptable for official bid submission; that no design professional (engineer or architect) is required; that only Automatic Transfer Switch functional testing and affected load testing are required, with Facilities Maintenance providing assistance; that the new ATS units will operate on voltage-sensing without generator communication; that the existing generators are classified as Operational Standby (NEC 702); that conductor extension using gutters and Polaris-style mechanical lugs is acceptable; that temporary power systems must limit outages to no more than six hours; that facility escorts are required at all times; and that site-specific security orientation, daily badging, and compliance with escort-only zones throughout the prison are mandatory prior to commencing work. The engineer's estimated project budget is approximately $325,000, with work to be completed by May 29, 2026.

RE: Project Name: SCCC Replacement of Manual Transfer Switch with Automatic Transfer Switch

Project Number: 260003134 Project Location: Seward, Alaska ITB Deadline: December 10, 2025 @ 2:00 p.m. local time

Addendum # Two (2)

This addendum forms a part of the contract documents and modifies the original drawings and/or specifications for the subject work. In case of conflicts between this addendum and previously issued documents, this addendum shall take precedence.

The following additions/changes are required:

1. Delete the Original ITB, Page 163, Section 26 24 16, PANELBOARDS and its entirety.

2. Attached is the Plan Holder’s List for this project (3 Pages). The company names that are highlighted in yellow attended the pre-site visit.

The following are questions from interested parties and the department’s response.

1. Work Hours / Overtime: The ITB indicates an allowable work window of 7:00 AM to 5:00 PM, seven (7) days per week, with no overtime. Please confirm:

• Are contractors permitted to work on Saturdays and Sundays within the stated 7:00 AM- 5:00PM window?

• Does “no overtime” refer strictly to the Owner not paying premium labor rates, or are contractors prohibited from performing work outside a standard Monday-Friday schedule?

DOC Response: Allowable window of 7:00AM to 5:00, with no overtime. No overtime refers to the Owner not paying premium labor rates. Work can be scheduled on weekends at the discretion of the local staff.

2. Bid Submission Requirements: The ITB states that bids must be sealed and mailed, delivered, and/or emailed, but the document contains inconsistencies regarding the required submission method. Please confirm which of the following methods are acceptable for official bid submission: Mail, In-person delivery, Email.

DOC Response: Mail, In-person delivery or Email are all acceptable methods for official bid submission.

mailto:Michael.lim@alaska.gov

3. Specification Alignment with Project Scope: The specifications appear to include content unrelated to the ATS replacement scope and may reference sections from a different project.

Please provide guidance on which sections of the specification apply to this project and which may be disregarded.

DOC Response: On Page 121, Under Section 1.28 OPERATION AND MAINTENANCE DATA, of the original ITB, delete “1. Mechanical/Plumbing equipment and control”.

On Page 163 of the ITB, Delete Section 26 24 16 PANELBOARDS and its entirety.

4. Architect & Engineer Involvement: The specification reference Architect and Engineer involvement; however, it is unclear whether design professionals are required for this project.

Please confirm whether the Contractor is require to hire and provide: A licensed Electrical Engineer, and/or A licensed Architect.

DOC Response: A design professional is not required for this project.

5. Electrical System Testing Requirements: Section 26 00 10 references testing for the “entire electrical system including motors, generators, etc”. Please clarify the testing requirements specific to this project.

For example: ATS functional testing only, Generator start/load testing, Full system commissioning, Infrared scanning, Coordination/arc-flash updates.

DOC Response: ATS Functional testing is required, and Testing is required for the affected loads. For example, motor rotation. Facilities Maintenance will assist the contractor during testing.

Generator start/load testing, Full system commissioning, Infrared scanning, Coordination/arc-flash updates are not required.

6. Generator to AST Communication Requirements: During the site walk, communication requirements were discussed; at that time no drawings were available. Based on site-walk photos, and the available 1985 design documents (provided after the site walk was completed), the two ATS units being installed do not appear to be the main transfer switches connected to the generator(s) and instead operate independently, transferring based solely on a voltage loss on Panel A or E.

Please confirm whether: The new ATS units are intended to operate without communication to the generators, and Operation should remain solely voltage-sensing/utility-loss based.

DOC Response: Yes, the new ATS units are intended to operate without communication to the generators, and operation should remain solely voltage-sensing/utility-loss based.

7. Existing Redundancy Between Panels: Based on drawing dated 1985, Transfer Switches MTS-D and MTS-F appear to be configured to provide redundancy between Panels A and E. Please confirm whether this design intent remains valid for the replacement ATS units.

DOC Response: The intent remains valid for the replacement ATS units.

8. Generator Type / Classification: Please confirm the intended operational classification of the existing generators under this project:

• Emergency (NEC 700)

• Legally Required Standby (NEC 701)

• Operational Standby (NEC 702)

• Prime power or continuous duty This clarification is needed to align with ATS classification and labeling requirements.

DOC Response: Operational Standby (NEC 702).

9. Feeder Length / Conductor Extensions: During the site walk, it appeared that existing feeders may not be long enough to reach the new equipment. For means and methods, please confirm whether the following approach is acceptable in lieu of installing full new feeders:

• Installing a gutter adjacent to the new ATS, and

• Using Polaris-style mechanical lugs (or equal) to extend conductors to the termination points.

DOC Response: Installing a gutter adjacent to the new ATS, and using Polaris-style mechanical lugs (or equal) to extend conductors to the termination points is acceptable.

10. Temporary Generator / Temporary Power Requirements: Please confirm whether temporary generator or temporary power systems are required during ATS replacement.

DOC Response: Provide temporary power as needed to limit power outages to no more than 6 hours.

11. Escort Requirements: Please confirm whether contractor personnel require a facility escort at all times, or only for specific areas or activities within the facility.

DOC Response: An escort is required at all times.

12. Site Training / Security Requirements: In addition to background checks, please confirm whether any of the following are required prior to commencing work:

• Site-specific safety orientation or training

• Badging requirements

• Escort-only zones

• PPE beyond standard OSHA requirements

DOC Response: Site-specific/security orientation with prison Administrative Staff is required prior to commencing work. Badges will be issued on a daily basis. The entire prison is an escort only zone. No PPE beyond OSHA Standards required.

13. Design: The design drawings provided are dated 1985 and appear to be outdated and not reflective of current site conditions. Please confirm whether updated as-built drawings and a current one-line diagram are available for review.

DOC Response: No updated as-built drawings are available.

This addendum is considered part of the Invitation to Bid (ITB) and is to be acknowledged on your quote.

Please contact me if you have any questions.

Sincerely, Michael Lim Procurement Manager cc: John Gard, Facilities Manager I, DOC
