About this file
This is Addendum Number 2 to Invitation to Bid (ITB) 26-001 issued by the City of Sandy Springs, Georgia, for the Path 400 Trail Extension (Windsor Parkway to North of Baroque Circle, Phase II). The project encompasses construction of a 12-foot-wide concrete shared-use path paralleling SR400, including retaining walls, soil nail walls, noise barriers, storm drain infrastructure, and landscape installation. The project contains multiple bid schedule items including field office setup, various classifications of pipe materials, storm drain installations, and MSE (mechanically stabilized earth) wall construction with anti-graffiti coating requirements. Responses are due October 6, 2025, at 1:00 p.m. The anticipated Notice to Proceed (NTP) date is summer 2026, pending GDOT approval, with a project completion timeline of 1,095 days. All work must comply with current GDOT Standard Specifications for Construction of Transportation Systems and Special Provisions, with materials sourced exclusively from GDOT-certified suppliers.
The addendum addresses 29 bidder questions and clarifications regarding specifications, material selections, wall design standards, utility conflicts, and project requirements. Key revisions to the bid schedule include a new line item for Field Engineer's Office (Item 153-1300), quantity changes for 18-inch storm drain pipe Class III (Item 550-5180), and a new line item for 18-inch storm drain pipe Class V (Item 550-5183). The contractor bears responsibility for obtaining Georgia EPD-related permits, following NOI/NOT requirements, completing landscape maintenance per GDOT specifications, and coordinating tie-ins with the adjacent Segment 3 contractor. Performance and payment bonds are required. The city confirmed that landscape architecture services are not included in the construction contract, and prime contractors do not require subcontractor GDOT registration at bid submission, though such approval is mandatory post-award. Supporting documents including retaining wall foundation investigation reports, utility adjustment schedules, and revised bid tables are available via SharePoint link.

COMPLETE THIS ADDENDUM, SIGN and SUBMIT with the ITB
RESPONSE DUE DATE: October 6, 2025, 1:00 p.m.
To All Prospective Offerors: In reference to the ITB listed above, the following answers to questions, additions, deletions, and change are hereby incorporated into the ITB:
**Questions**
Number Question Response
1. Would it be possible for the City to share the soil survey report?
WFIs have been provided in Bonfire for information only.
2. Could the City provide the Utility Adjustment Schedule for our reference?
Yes, see AT&T utility schedule attached.
3. Are plans sheets missing from the set that would the additional 6" concrete trail? The amount shown in the pay item is much more that what is shown on the plans given.
No plan sheets are missing. The 6” concrete trail paving quantity also includes areas of paved shoulder adjacent to the trail.
4. Are there any irrigation requirements for this project?
Irrigation requirements are per GDOT specifications.
5. The sheets for Walls 8, 9, 10, 11 and 13A show a table detailing the minimum lengths of soil reinforcements for given stations along the wall. The table shows a design height with it's associated minim reinforcement length. For design heights that are shorter, can we maintain the same ratio of design height to length, or would the city like the supplier to use the same minimum strip length for all intermediate design heights?
For example, Wall 8 shows a design height of 21.99 feet, with a reinforcement length of 29 feet. This is height to length (B/H) ratio of 1.32.
For a design height within the same region of 14 feet, does the city intend
The walls should be bid as shown in the plans. The successful bidder may provide the owner with alternates for consideration after award.
to still want to use 29 feet or can the designer use 14 x 1.32 = 19 feet.
6. The plans call for a Sierra Drystack form liner finish Pattern #17933. On previous phase of this project, the city allowed the use of the Custom Rock #2208 Travis Drystack pattern.
I assume this pattern can be used for this phase also to maintain consistency.
The walls should be bid as shown in the plans. The successful bidder may provide the owner with alternates for consideration after award.
7. Will the use of precast fascia panels be allowed for the soil nail walls?
The use of the precast facing panels will maintain a constant aesthetic between the MSE walls and the soil nail walls.
Yes.
8. What is the anticipated NTP date for the project?
The City cannot give NTP to the selected contractor until we receive NTP from GDOT. It is estimated that the City will receive NTP from GDOT in summer 2026.
9. Are there any specifications for this project? Or any other specifications for the sound barriers?
Standard GDOT Specs are to be used. Special Provisions are provided in Bonfire.
10. Do the prime general contractors need to have their subcontractors provide a GDOT Number in order to provide a bid for this project?
Prime general contractors do not need their subcontractors to provide a GDOT Number in order to submit a bid for the project. The requirement for subcontractor approval, including GDOT registration, applies only after the project is awarded.
11. Can we get a CAD file for this project for earthwork calc?
A CAD file will be provided to the selected contractor.
12. Does this bid opportunity include Landscape Architecture Services?
(it’s listed).
Landscape Architecture Services are not part of this construction contract.
13. Can you please tell us when tree installation will begin? With days to complete project at 1,095, we need to confirm with its growing season.
Please refer to GDOT specs for appropriate planting dates.
14. Since the GDOT letting is scheduled for September 19th, could the City please extend the due date for this project by one week to allow sufficient time for analysis and an accurate bid?
The City has extended the due date to October 6, 2025.
15. Is the contractor solely responsible for completing this form, or does it also need to be filled out by subcontractors and vendors?
The prime contractor is solely responsible for completing and submitting the forms to GDOT.
Subcontractors and vendors may need to fill in their own details and sign supporting affidavits, but these are routed through the prime, not submitted separately.
16. Construction for Segment 2 (and corresponding cross section data)
Wall 13BB and S-2 barrier full length quantities are included in the SOV (beyond Station 314+00). The ends at STA. 314+00, but there are portions of work shown in the plans that extend beyond this point.
Specifically, Wall 13BB does not end until STA. 314+23.53, and the Type S-2 barrier does not end until STA.
314+67.32. Please advise as to how this discrepancy should be handled contractor will be allowed to work beyond 314+00 and will be required to coordinate with the contractor currently building Segment 3 for the tie-in.
17. What is the anticipated timeline from bid opening to award and Notice to Proceed (NTP) for PATH 400 Segment 2?
Please see answer to 8.
18. May an office trailer/field office be added as a bid item for this project?
Yes, the bid schedule has been adjusted.

The walls should be bid as shown in the plans. The successful bidder may provide the owner with alternates for consideration after award.
24. Note 5 under the Pipe Materials table on sheet 04-001 states that all pipes used under MSE walls, within the MSE wall backfill or within 5 feet of the MSE wall face shall be Class V concrete pipe. Can pay items for Class V RCP please be added to account for where this occurs?
Pay items have been adjusted to reflect the Class V RCP quantity.
25. There is a pay item for construction engineering inspection. Can the City please clarify what is involved with his work?
This item has been removed from the SOV.
26. Can the City please confirm the panel type for the Noise Barrier Walls? The bid item description is cut off, but the specification number 624-0450 indicates they are to be Type C.
