About this file
This is Amendment #4 to an Invitation to Bid (ITB 2527H058) issued by the Alaska Department of Transportation and Public Facilities for winter maintenance services at Beaver Rural Airport. Amendment #4, issued on September 8, 2026, extends the bid receipt deadline to 11:00 AM Alaska time on September 24, 2026. The scope of work encompasses winter airport maintenance from October 1 through April 30 annually, including daily inspections, snow and ice removal, trash collection, lighting system maintenance, equipment operation and maintenance, and building maintenance support for state-owned runways, taxiways, aprons, safety areas, access roads, and related facilities. The contract runs from award through April 30, 2027, with four optional one-year renewal terms available. Bids must be submitted in writing by the extended deadline; late submissions will be deemed non-responsive. The contractor must provide qualified personnel with heavy equipment operation experience and preferably aviation background, maintain on-site inspections every two weeks from November through April and monthly inspections for the remainder of the year, and submit personnel lists for state approval.
The budget is fixed at $45,000 per service period, with bids exceeding this amount considered non-responsive. A 5% Alaska Bidder Preference applies to vendors holding a current Alaska business license and meeting residency and business location requirements, along with additional optional preferences including Alaska Veteran Preference (5%, not to exceed $5,000), Alaska Military Skills Program Preference (2%, not to exceed $5,000), Employment Program Preference (15%), Alaskans with Disabilities Preference (10%), and local agricultural and fisheries product preference (7%). The contractor must maintain Workers' Compensation Insurance with $1,000,000 Employers Liability limits, Commercial General Liability ($2,000,000 general aggregate, $1,000,000 per occurrence), and Commercial Automobile Liability ($1,000,000 combined single limit), with the State named as additional insured. Contract price adjustments based on the Consumer Price Index may be requested 30 days prior to renewal after 12 months of service. Award is made to the lowest responsive and responsible bidder. This amendment is not mandatory to return; Amendment #1 was mandatory return and replaced indemnification and insurance sections with Appendix B1.
