About this file

This document is an Amendment (Number One) to Invitation to Bid (ITB) Number 2526N034 from the State of Alaska, specifically the Department of Transportation & Public Facilities, Statewide Contracting & Procurement office located in Fairbanks. The amendment concerns Annual Physical Examinations for Police and Fire personnel, with an estimated 26 appointments annually. The amendment was issued on October 8, 2025, with a bid response due date of October 14, 2025 at 11:00 AM Alaska Time.

The amendment primarily addresses two key questions from potential bidders. The first clarifies the anticipated number of annual appointments as 26. The second provides detailed guidance on subcontracting restrictions, specifically noting that all required tests must be performed at the provider's facility during the scheduled appointment, with only bloodwork and urinalysis allowed to be sent to an external lab for processing. Referrals to outside specialists for conditions discovered during the physical examination will be handled separately through the employee's health insurance or worker's compensation, and are not considered part of the standard examination contract.

STATE OF ALASKA ITB NUMBER 2526N034

AMENDMENT NUMBER ONE (1)

AMENDMENT ISSUING OFFICE:

THIS IS NOT AN ORDER DATE AMENDMENT ISSUED: October 8, 2025

DUE DATE: October 14, 2025 at 11:00 AM. (Alaska Time)

The purpose of this Amendment #1 is to:

• Provide answers to questions received.

This is not a mandatory return amendment.

Questions and answers

Question #1:

What is the anticipated number of appointments annually?

Answer #1:

The estimated number of appointments is 26.

Question #2:

The ITB prohibits subcontracting. Can the Department clarify whether referrals to outside specialists for tests not typically performed in a primary care/occupational health clinic (e.g., stress EKG with VO₂, electron beam tomography, etc.) will be considered subcontracting, or if they will be allowed under the contract?

Answer #2:

All required tests must be prepared and performed at the provider’s facility during the scheduled appointment for each officer. The only exception is for tests that inherently require a follow-up visit, such as TB tests that must be read at a later time. Referrals to outside specialists for conditions discovered during the physical—those not part of the standard examination—are billed separately and handled through the employee’s health insurance or worker’s compensation, as applicable.

Historically, providers have been able to perform all required tests in-house, sending only the bloodwork and urinalysis to a lab for processing. That type of lab work is considered acceptable “subcontracting,” provided it is included in the bid price.
