About this file
This is an addendum to an Invitation to Bid (ITB-25-002) issued by the Florida Department of Corrections for industrial laundry equipment procurement across 143 correctional facilities statewide. The solicitation covers 24 line items of washer-extractors and dryers with varied voltage configurations (208/240V and 440/480V) and fuel types including natural gas, liquefied petroleum gas, and steam, with estimated annual quantities ranging from 2 to 8 units per item type. The addendum, dated December 16, 2025, provides the Department's written responses to vendor questions received prior to the vendor question deadline of November 18, 2025. Bids are due by January 6, 2026, at 2:00 p.m. Eastern Time, with an anticipated contract award scheduled for January 2026. The contract is structured as an Agency Term Contract (ATC) valid for up to three years with potential renewals.
Addendum #001 clarifies that this ITB is intended to procure new industrial laundry machines only, with the scope including delivery, installation, staff training, and warranty provisions, but excluding the supply of repair parts. Vendors must bid on all items and meet specified qualifications including at least three years of relevant business experience within the past five years, a Dun & Bradstreet Financial Stress Class of 1-4, E-Verify registration, and drug-free workplace certification. The contract includes performance measures with financial penalties for late delivery ($100 per day after 30 days), late substitution notification ($50 per day after day 10), and late quarterly reporting ($50 per day after day 30). Contractors must provide minimum three-year parts warranties for washers/extractors and five-year warranties for bearings and structural components, adhere to correctional institution security requirements and Prison Rape Elimination Act standards, and include all packaging, handling, shipping, delivery, installation, training, and applicable fees in their pricing. The Department is exempt from federal excise taxes and sales taxes on direct purchases, and contract pricing will remain fixed throughout the term unless an equitable price adjustment is requested through standard state procurement forms.
