About this file
This is Addendum #001 to Invitation to Bid (ITB-25-002) issued by the Florida Department of Corrections for industrial laundry equipment procurement. The solicitation covers 24 line items of washer-extractors and dryers with various voltage configurations (208/240V and 440/480V) and fuel types including natural gas, liquefied petroleum gas, and steam, to be distributed across 143 correctional facilities statewide. The scope includes delivery, installation, voltage verification, and staff training for all equipment. Estimated annual quantities range from 2 to 8 units per item type. The vendor question deadline was November 18, 2025, at 5:00 p.m., and bids are due January 6, 2026, at 2:00 p.m. Eastern Time. The anticipated contract award is scheduled for January 2026. This is structured as an Agency Term Contract (ATC) valid for up to three years with potential renewals. Addendum #001, dated December 16, 2025, clarifies that this ITB procures new industrial laundry machines only, excluding repair parts, and includes comprehensive services such as delivery, installation, training, and warranty provisions.
Vendors must demonstrate at least three years of relevant business experience within the past five years and maintain a Dun & Bradstreet Financial Stress Class of 1-4. Compliance requirements include E-Verify registration, drug-free workplace certification, and adherence to correctional institution security and Prison Rape Elimination Act standards. The Department is exempt from federal excise taxes and sales taxes on direct purchases, and contract pricing will remain fixed throughout the term unless an equitable price adjustment is requested through standard state procurement forms. Performance measures include financial penalties for late delivery ($100 per day after 30 days), late substitution notification ($50 per day after day 10), and late quarterly reporting ($50 per day after day 30). Contractors must provide minimum three-year parts warranties for washers and extractors and five-year warranties for bearings and structural components. The procurement does not specify set-aside designations for disadvantaged enterprises. The Department previously purchased laundry equipment through ATC-23-006, Laundry Equipment.
