About this file

This document is an addendum to ITB 23-045-S Electric Line Crews, a solicitation issued by the Eugene Water & Electric Board (EWEB) in Oregon. The addendum provides clarification to the solicitation, responding to two questions received from potential bidders. The first question asked whether EWEB would consider allowing labor rate adjustments after the NECA/IBEW labor contract is finalized, to which EWEB responded that price increases may be considered annually, with proper documentation submitted 30-90 days prior to the following term. The second question asked if EWEB would consider an alternate crew makeup, to which EWEB stated that the proposed crew composition would be acceptable if the apprentices are not working together in the air, as that would violate the lineman to apprentice ratio.

The original ITB 23-045-S Electric Line Crews solicitation requests bids from IBEW signatory contractors to perform installation and correction of EWEB's overhead electric distribution system, subject to BOLI prevailing wage rates. The contract will cover work in Lane County and the City of Eugene, Oregon.

ITB 23-045-S Electric Line Crews - Addendum 1

November 8, 2023

ADDENDUM #1

Electric Line Crews

ITB 23-045-S

This addendum provides clarification to the solicitation document(s) for work only to the extent indicated herein.

QUESTION RECEIVED FROM POTENTIAL BIDDERS:

1. With the pricing being due before the 3-year NECA/IBEW labor contract is finalized would you be open to labor adders after the contract is complete?

Response: See section 4, of the Sample Services Contract as cited below.

Price Adjustments.

Price increases may be considered by EWEB annually 30 to 90 days prior to the beginning of the following term. Contractor is responsible for submitting their request for any price increase during this 30 to 90-day period. Contractor must provide a positive means of substantiating any price increase by providing supporting documentation within this 30 to 90-day period. EWEB may not consider requested price increases submitted less than 30 days prior to the following term. EWEB shall determine what constitutes acceptable documentation.

Upon receipt of request, EWEB reserves the right to (1) accept or negotiate the requested price increase and extend the Contract or (2) reject the price increase and allow the Contract to expire.

EWEB shall be given the immediate benefit of any price decrease. Contractor shall promptly notify EWEB's Purchasing Department of the amount and effective date of each decrease. Decreases shall apply to Services on or after the effective date of the decrease.

2. Would EWEB consider an alternate crew make-up. Working Foreman, Lineman, Hot Apprentice, and a Cold Apprentice, as all employees are trained to operate equipment.

Response: The described crew compliment is in fact a “Legal” crew make up if the two apprentices are not working together on a pole. If the two apprentices are working in the “Air” together then that violates the lineman to apprentice ratio, and I wouldn’t approve of this. My preference is to have a compliment of, foreman, lineman, lineman, and apprentice or equipment operator., but if they follow the rules correctly, then their proposed crew compliment would work.

CLOSING DATE AND TIME

The closing date and time will remain unchanged.

This addendum constitutes a NON-MATERIAL CHANGE to the bid and does not need to be signed or returned.
