IT IS THE SOLE RESPONSIBILITY OF THE BIDDER TO CHECK THE WEBSITE ON A TIMELY BASIS. As a courtesy, EWEB may elect to email copies of addenda or notices to registered Bidders but doing so does not remove the responsibility of checking the website for critical information impacting the ITB and bid responses.

BID SCHEDULE

1.1 Bid Preparation:

The Eugene Water & Electric Board's environmental policy directs the utility to conduct its business in an environmentally sensitive, sustainable and responsible way. Pursuant to this policy, EWEB encourages the bidder to submit their bid using materials (i.e. paper, dividers, binders, brochures, supplemental information, etc.) that contain postconsumer recycled content and are readily recyclable. c. Completion. The bidder shall show in the space, when provided in the bid form, the earliest completion date on which completion of the work can be guaranteed. Otherwise the bidder certifies that the work will be complete according to the completion time stated in the bidding documents.

EWEB reserves the right to consider availability and delivery (completion) time in determining award of this Contract.

d. Examination of Plans, Specifications, and Work Site. It is understood that a bidder, before submitting a bid, has made a careful examination of all plans, specifications and Contract documents, that the bidder has a complete understanding of the quality and quantity of materials and the character of the work required; and that the bidder has made a careful examination of the location and conditions of the worksite and the sources of supply for materials.

It is further understood that a bid awarded hereunder is subject to EWEB being able to (1) comply with all zoning ordinances, or obtain rezoning of the property where necessary; and (2) comply with local building code restrictions and conditions for the structure or structures contemplated in the bid, any or all of which conditions may be contained in the Contract and may result in termination of the Contract, if such conditions are not satisfied. EWEB will in no case be responsible for any loss or for any unanticipated costs that may be incurred by the Contractor as a result of the Contractor's failure to acquire full information about work conditions prior to submitting an offer to perform the work.

(EWEB Rule 5-0260).

Request for Clarification and Changes to the Bid Specifications Prior to the deadline for submitting questions, Bidders may, in writing/email, request clarification of or changes to any bid specifications or Contract terms. Questions and responses that present material information to all Bidders will be posted via formal, written addendum.

EWEB’s clarification to an Offeror, whether orally or in writing, does not change the terms of the solicitation and is not binding on EWEB unless EWEB amends the solicitation document by written addendum.

Protest of Specifications/Bid Requirements Bidders may, in writing, protest bid specifications or Contract terms and conditions. Unless stated differently in the bidding document, this written request for change must be received by the Contract Specialist indicated in the solicitation document no later than ten (10) days prior to the bid closing date. Bids may be rejected if they contain any recapitulation or restating of the work to be done, disclaimers, exceptions or other limitations or stipulations.

i. Bids are Offers. The bid is the bidder's offer to enter into a contract, which, if the bid is accepted for award, binds the bidder to a contract and the terms and conditions contained in the Invitation to Bid. A bidder shall not make the bid contingent upon EWEB's acceptance of specifications or Contract terms that conflict with or are in addition to those required in the bid Documents (except as noted in Time for Bid Acceptance, Section 1.3(g) below).

j. Proprietary Information/Public Disclosure. Materials submitted in response to this Invitation to Bid and/or the Contract shall become the property of EWEB and are, therefore, subject to public records laws.

In the event that a bidder desires to claim that portions of its submittal are exempt from public disclosure, under the provisions of ORS 192.501, it is incumbent upon the bidder to identify those portions in a transmittal letter. The transmittal letter must identify the page and the particular exemption(s) from disclosure upon which the claim is made. Each page claimed to be exempt from disclosure must be clearly identified, on the page, by the words: "This data constitutes a trade secret under ORS 192.501(2), and shall not be disclosed except in accordance with the Oregon Public Records Law, ORS 192.

If EWEB receives a request for public records disclosure of the information so designated as confidential by bidder, EWEB will make a reasonable attempt to notify Bidder of the request so Bidder/Contractor may claim any exemption Bidder is entitled to under applicable laws.

The Oregon Public Records Law exempts from disclosure trade secrets, and the exemption from disclosure applies "unless the public interest requires disclosure in the particular instance," ORS 192.501(2). Therefore, non-disclosure of documents or any portion of a document submitted as part of this solicitation may depend upon official or judicial determinations made pursuant to the Oregon Public Records Law.

In any event, EWEB will, to the fullest extent permitted by Oregon Law, assist the Bidder in protecting proprietary information submitted pursuant to this Invitation to Bid."

1.2 Bid Submission:

a. Bid Submission. Contract by written addenda, prior to the closing time and date. Addenda shall only be issued by EWEB and upon issuance, are incorporated into the Invitation to Bid or the resulting Contract.

If required by addendum, Bidders shall sign and return the addendum prior to the bid closing time and date. Addenda shall be obtained electronically at the State of Oregon bid site at:

https://oregonbuys.gov/bso/. The Bidder is responsible for ensuring that all addenda have been downloaded from the bid site OR received and are acknowledged in their bid response.

d. Security to be Furnished by Each Bidder. When the bid price exceeds $100,000, or when otherwise required by the Contract Documents, the bid shall be accompanied by a certified or cashier's check or bid bond in an amount equal to 10% of the total amount of the bid as bid security to ensure that the Bidder, if offered, will execute the Contract agreement and provide the performance bond and payment bond as required. The lowest responsible and responsive Bidder will be required to provide a performance/payment bond in an amount equal to 100% of the Contract award if the bid price exceeds $100,000 or if otherwise required in the bid documents.

EWEB reserves the right to hold the bid security of all Bidders until the Notice to Proceed is issued or for ninety (90) calendar days after bid closing, whichever is sooner (unless a longer or shorter period is specified in the Invitation to Bid.)

The written modification shall be made a permanent part of the public bid file.

f. Withdrawal of Bids. A bid may be withdrawn prior to the bid closing time and date. Bids may be withdrawn in writing on the bidder's letterhead, and signed by an authorized representative of the Bidder. The written bid withdrawal shall be made a permanent part of the public bid file.

Bids may not be withdrawn after the date and time for submission of bids.

1.3 Bid Evaluation & Award:

a. Minimum Requirements. Evaluation of bids will be based on minimum requirements established by the specifications and compliance with conditions of the Invitation to Bid, and shall be subject to Oregon Revised Statutes (ORS) 279A, 279C, and EWEB Public Contracting Rules, Divisions 1, 2, 5 & 6. EWEB may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of EWEB that it is in the public interest to do so.

b. Method of Award: Award shall be made to the lowest Responsive and Responsible bidder for the lump sum amount. Award shall be made to one bidder and one bidder only.

c. Oregon Preference. Award shall be subject to preference for goods or services that have been manufactured or produced in Oregon if price, fitness, availability and quality are determined by EWEB to be equal (ORS 279A.120).

d. Reciprocal Law. In determining the lowest responsible bidder, a nonresident bidder eligible to receive a preference in the state in which the bidder resides, shall have that same percentage preference added to the bid amount in accordance with EWEB

Rule 5-0390(5)(a).

e. Responsibility. The competency and Responsibility of bidders and of their proposed

Subcontractors will be considered in making the award.

f. Certification of Alteration or Erasure. A bid may be rejected if it contains any material alteration or erasure. Nothing in this paragraph shall be construed as allowing the bidder to alter or otherwise change the form of the offer, the form of the Contract, the conditions of the bid, the specifications, and/or plans attached to the bid documents. Unless otherwise specifically allowed in the bidding documents, no changes or modifications to an offer may be made after the bid closing date & time.

g. Time for Bid Acceptance. EWEB reserves the right to consider a bid response containing a condition that limits its time for bid acceptance. EWEB may, solely at its option, accept a shorter time for bid acceptance, even though the Invitation to Bid may state a longer period. EWEB reserves the right either to accept or reject the bid response containing the time condition, if the bid response is otherwise the lowest responsible and responsive bidder.

h. Bid Reading. At the prescribed time and place bids will be publicly opened and read aloud.

Bidders are invited to be present and record results. Award decisions will not be made at bid opening. Only the name of the bidder(s) and the bid item(s) to be considered for award purposes will be read at the bid opening.

i. Bid Results. To obtain bid results, notes may be taken at the public reading of the bid, or a personal inspection may be made of the bid files at a later date, BY APPOINTMENT. Bid tabulations and bid status shall be obtained electronically at https://oregonbuys.gov/bso/.

j. Right of Rejection. EWEB reserves the right to reject stipulated and/or unbalanced bids that are determined by EWEB to not be in its best interest.

EWEB reserves the right to reject any bid not in compliance with all prescribed public contracting procedures and requirements and may reject for good cause all bids upon a finding that it is in the public interest to do so. (ORS 279C.395)

k. Protest of Award. EWEB Rule 5-0450(4)(a). A bidder may protest the award or intent to award a Contract if: The bidder is adversely affected because the bidder would be eligible to be awarded the Contract in the event that the protest were successful; and the reason for the protest is that all lower bids are nonresponsive; or EWEB has failed to conduct the evaluation of bids in accordance with the criteria or processes described in the solicitation document; or EWEB has abused its discretion in rejecting the protestor's bid as nonresponsive; or EWEB's evaluation of bids or EWEB's subsequent determination of award is otherwise in violation of EWEB Rules.

Eligible bidders protesting award shall follow the procedures described herein. Protests that do not follow these procedures shall not be considered. This protest procedure constitutes the sole administrative remedy available to bidders.

1. Protests must be received within seven (7) days after issuance of the notice of intent to award the Contract. EWEB will not consider late protests.

2. All protests must be in writing, signed by the protesting party or an authorized Agent and submitted to the EWEB Purchasing Analyst listed on page 1. The protest must state all facts and arguments on which the protesting party is basing the protest.

3. Only protests stipulating an issue of fact concerning a matter of bias, discrimination or conflict of interest, non-compliance with procedures described in the procurement documents, or EWEB policy shall be considered. Protests based on procedural matters will not be considered.

4. EWEB’s Purchasing Manager will review the protest and will fax and mail the protesting party a written response within three (3) business days of receipt of the written protest to the fax number and address provided in the bid or proposal. Any written response may be comprised of a determination of the protest, a notice to the protesting party of the need for additional time in which to evaluate the matter, or other notice to the protesting party.

5. If the Purchasing Manager’s determination (response) is adverse to the protester, any further appeal of the Purchasing Manager’s determination by the party must be submitted in writing to EWEB’s General Manager within three (3) business days of issuance of the Purchasing Manager’s determination (response).

6. EWEB’s General Manager will review any appeal of the Purchasing Manager’s determination and shall fax and mail, in accordance with the fax number and address provided in the bid, the protesting party a written response within three (3) business days of receipt of written appeal.

7. If the determination of the General Manager is adverse to the protesting party’s interest, the protesting party may only appeal to EWEB’s Board of Commissioners by filing a written notice of appeal to the Board with the General Manager within two (2) business days of issuance of the General Manager’s written determination.

8. The Contract Review Board, in considering the protest, shall review the documentation presented to the Purchasing Manager and the General Manager on or before the next regularly scheduled Board Meeting, but in no event shall they be required to review in less than ten (10) business days, and thereafter, base their decision on such material. The Board review will be limited to the evaluation of compliance with EWEB’s policies and procedures, requirements of the RFP or ITB and the equal and fair application of EWEB’s contracting rules. The Contract Review Board's determination shall be EWEB's final decision.

An adversely affected or aggrieved bidder must exhaust all avenues of administrative review procedures and relief before seeking judicial review of EWEB's Contractor selection or Contract Award decision.

1.4 Registration Requirements (i.e. Construction Contractors Board/State Landscape Board):

Bidders shall certify that all parties performing work described in ORS 701.005(2) (i.e. construction work) will be registered with the Oregon Construction Contractors Board (CCB), and the State Landscape Contractors Board (LCB), if applicable, in accordance with ORS 701.035 and 701.055, or the appropriate authority pertaining to the trade before the bid opening time and date set in this Invitation. EWEB Highland Drive Pump Station Project No.: 2211080 Geotechnical Investigation Eugene, Oregon

Dear Mr. Endicott:

We have completed the requested foundation investigation for the above-referenced project. This letter includes a description of our work, a discussion of the site conditions, and a summary of engineering analyses. Recommendations for site preparation and foundation design and construction are also included. This report is intended to meet the standards of a Level 2 Geotechnical Analysis based on the criteria outlined in the City of Eugene Code (EC 9.6710).

There are numerous values in geotechnical investigations that are approximate, including calculated values, measured lengths, soil layer depths and elevations, and strength measurements. For brevity, the symbol “±” is used throughout this report to represent the words approximate or approximately.

PROJECT DESCRIPTION

Eugene Water & Electric Board (EWEB) plans to construct a new at-grade pump station on a currently undeveloped property adjacent Highland Drive near the Fairmont 850 Reservoirs. The site location is shown on Figure 1A (Appendix A).

Figure 2A (Appendix A) shows the site topography and the proposed pump station layout. The proposed pump station will have a footprint area of ±18 by 21 feet and will be supported on a concrete slab with turned-down edge footings. The ground surface at the site slopes down to the northwest with surface elevations ranging from ±El. 816 to El. 820 in the proposed building footprint. A finish floor elevation of El. 818 is planned for the pump station.

EWEB is the project owner and retained Foundation Engineering, Inc. as the geotechnical consultant. Our scope of work was outlined in a proposal dated July 19, 2021, and authorized under Personal Services Contract #21-163-Q.

GEOLOGICAL AND GEOTECHNICAL DATA REVIEW

We reviewed available geologic maps to evaluate local geology. The local geologic map identifies the site as underlain by shallow marine sandstone and siltstone of the Eugene Formation (Madin and Murray, 2006). The map also indicates intrusive basalt encompasses much of the elevated area to the immediate west of the site. The subsurface conditions encountered in our exploration are consistent with the mapped geology. The bedrock encountered was designated as the Eugene Formation on the test pit log based on the local geologic mapping (Madin and Murray, 2006). Details are provided in the Subsurface Conditions section below and on the test pit log in Appendix B. The SLIDO review is discussed in a subsequent section of this report.

FIELD EXPLORATION

We dug one exploratory test pit (TP-1) in the proposed pump station footprint on September 21, 2021. The approximate test pit location is shown on Figure 2A.

TP-1 was dug using a Ford 555E backhoe. The exploration extended to a maximum depth of ±5.5 feet and was discontinued after the backhoe encountered practical digging refusal on bedrock.

The subsurface conditions were logged, and representative samples were obtained for further examination at our office. The subsurface profile and sampling depths are summarized on the test pit log (Appendix B). The ground surface elevation shown on the test pit log was estimated based on our interpretation of the test pit location and the available topographic contours. Upon completion of the exploration, TP-1 was backfilled with the excavated materials and the surface was graded relatively smooth.

LABORATORY TESTING

The laboratory work was limited to moisture content and Atterberg limits testing on a sample of residual soil from the test pit to help classify the soil according to the Unified Soil Classification System (USCS) and estimate its engineering properties.

Non-tested samples were visually classified in accordance with ASTM D2488-09a and ASTM D2487-11. The test results are summarized in Table 1.

SITE CONDITIONS

Surface Conditions

Topographic data provided by EWEB (shown in Figure 2A) indicates the terrain in the project area slopes down to the west with slopes ranging from ±1.9(H):1 to ±3.3(H):1(V). The proposed pump station site is near the end of a driveway that is surfaced with asphaltic concrete pavement (ACP). The terrain adjacent to the driveway is vegetated with numerous trees and low ground cover. The portion of the paved driveway is covered by soil and vegetation that appears to be discarded landscaping debris. Photos 1A through 3A (Appendix A) show the site conditions.

Subsurface Conditions

A general discussion of the soil units encountered in TP-1 is provided below. A detailed description of the subsurface conditions encountered in the test pit is provided on the test pit log (Appendix B). Important information about the test pit log and definitions of symbols and descriptive terms are provided in the Symbol Key and the Soil Descriptions and Common Terms Key included in Appendix B.

Digging at TP-1 encountered a pavement section of ±3 inches of AC over ±6 inches of crushed rock. The pavement section is underlain by ±1.8 feet of fill comprised of stiff to very stiff silt with some clay and cobble-sized rock fragments.

Very stiff to hard silt with trace sand (residual soil) was encountered below the fill from ±1.8 feet (El. 814.7) to 2.8 feet. The residual soil is bedrock that has decomposed in place to the consistency of soil. Sandstone (Eugene Formation) was encountered below ±2.8 feet (El. 813.7). The sandstone is slightly to moderately weathered and extremely weak (R0) becoming very weak below ±3.5 feet. Digging in the bedrock using the backhoe encountered practical refusal at a depth of ±5.5 feet. Photos 4A and 5A show the excavation spoils.

Groundwater

We observed no ground water infiltration in the test pit. We anticipate the static groundwater level is relatively deep at this location based on the elevation of the site and the sloping terrain. However, iron-staining of the bedrock suggests perched water conditions may develop above the residual soil and bedrock during periods of extended rainfall.

DISCUSSION OF KEY GEOTECHNICAL CONSIDERATIONS

Hillside and Foundation Excavations

The proposed pump station site is currently underlain by fill followed by very stiff to hard residual soil and bedrock. The fill in our test pit was stiff to very stiff. However, it is comprised of variable material and it includes relatively large tree roots. Based

Geotechnical Investigation 4. Proposal No.: 2211080 Eugene, Oregon Eugene Water & Electric Board on the variable conditions and limited thickness of the fill, we recommend excavating the existing fill and replacing it with imported ¾ or 1-inch minus crushed rock (EWEB Class B fill). The excavation should extend at least 2 feet beyond the perimeter of the building.

In TP-1, the existing fill extended to a depth of ±1.8 feet (±El. 814.7). The bottom of the fill may dip down to the northwest following the original slope. Therefore, it may extend to a lower elevation on the downhill side of the pump station. We anticipate a foundation excavation extending to a nominal elevation of El. 814.0 will be adequate to remove the fill and support the building on structural fill underlain by residual soil or bedrock. The actual required excavation depths and bottom of excavation elevations may be adjusted in the field depending on the subsurface conditions encountered during construction. An excavation to El. 814.0 may extend into bedrock on the uphill side of the structure. Where bedrock is encountered, the excavation may be shallowed and the downhill portion of the foundation area may be benched deeper, as needed, to support the structure on the residual soil.

The preliminary site plan provided by EWEB indicates the new pump station will have a 6-inch thick floor slab with a finish floor elevation (FFE) of ±El. 818. The current ground surface elevations in the foundation area ranges from ±El. 816 on the downhill side to ±El. 820 on the uphill side. Temporary excavation depths ranging from ±2 to 6 feet are anticipated to remove the existing site fill (i.e., to El. 814.0).

A structural fill thickness of up to ±3.5 feet is anticipated below the floor slab.

Trenching for new pipes and vaults associated with the pump station may extend to depths of ±3 to 4 feet.

Based on the planned excavation depths and the conditions in TP-1, we anticipate the excavations in the current driveway area will encounter pavement and fill followed by very stiff to hard residual soil. Excavation into the slope uphill of the paved driveway will likely encounter topsoil over the residual soil. The deeper excavations for the building excavation and excavations for the pipes and vaults may encounter sandstone.

The John Deere 555E backhoe used for our investigation encountered practical digging refusal in the sandstone at a depth of ±5.5 feet (±2.7 feet below the bedrock surface) in TP-1. We anticipate a larger excavator can excavate deeper into the sandstone. The contractor should be prepared to excavate extremely weak to very weak (R0 to R1) sandstone with an unconfined compressive strength up to 1,000 psi.

Temporary cuts up to ±6 feet tall will be required on the uphill side of the building.

It is the contractor’s responsibility to maintain suitable cut slopes or provide shoring in accordance with Oregon OSHA requirements. The excavations outside the current paved areas may encounter topsoil over the residual soil. This topsoil will likely correspond to an OR OSHA Type B soil. OR OSHA recommends maximum temporary cut slopes of 1(H):1(V) for Type B soils. The very stiff to hard residual soil

Geotechnical Investigation 5. Proposal No.: 2211080 Eugene, Oregon Eugene Water & Electric Board corresponds to an OR OSHA Type A soil. OR OSHA recommends a maximum temporary cut slope of ¾:1(H:V) for Type A soil. Excavations in the bedrock may be cut near-vertical.

Permanent cut and fill slopes should be graded no steeper than 2:1(H:V) to reduce the risk of erosion and slope instability.

Slope Stability

The DOGAMI SLIDO map does not identify any areas of active or historic landslides (or similar instability) within or near the project site (DOGAMI, 2020). We did not observe any surface features indicative of slope instability on the property. The presence of very stiff residual soil, shallow bedrock, and ±1.9(H):1(V) to 3.3(H):1(V) slopes precludes the development of deep-seated slope failures.

Based on the limited footprint of the pump station, the limited excavation depths, and the presence of stiff to hard residual soil and shallow bedrock, we have concluded construction of the pump station will not change the overall stability of the site.

ENGINEERING ANALYSIS

Seismic Design

A design spectral acceleration response spectrum for the site was developed in accordance with the Oregon Structural Specialty Code (OSSC) 2019, which is based on Section 1613 of the International Building Code (IBC) 2018. The design maximum considered earthquake ground motion maps in IBC 2018 are based on modified USGS 2014 maps with a 2% probability of exceedance in 50 years (i.e., a ±2,475-year return period). The modifications include factors to adjust the spectral accelerations to account for directivity and risk.

The building will be underlain by a relatively thin mantle of very stiff to hard residual soil over extremely weak to very weak (R0 to R1) sandstone. Based on these conditions, we have concluded an OSSC Site Class C (i.e., very dense soil and soft rock) is appropriate for seismic design. The recommended seismic design parameters and spectral acceleration response spectrum are summarized on Figure 3A (Appendix A).

The risk of seismically-induced liquefaction and lateral spread occurring at the site is negligible due to the presence of very stiff to hard residual soil and shallow bedrock.

Geotechnical Investigation 6. Proposal No.: 2211080 Eugene, Oregon Eugene Water & Electric Board

Bearing Capacity and Settlement

The new building will be supported on compacted Class B fill underlain by very stiff to hard residual soil and/or bedrock. We recommend using an allowable bearing pressure of 3,000 psf for footing design. This value may be increased by one-third (i.e., to 4,000 psf) for analysis using temporary live (e.g., wind) or seismic loads.

For the recommended allowable bearing pressure, total settlement of individual footings is expected to be less than ½ inch. Differential settlement between adjacent footings is expected to be less than ¼ inch.

Lateral Earth Pressure for Retaining Walls

The lower portion of the uphill wall of the pump station will retain a cut slope which is anticipated to be less than 3 feet tall. A foundation drain should be provided to intercept runoff and alleviate hydrostatic pressures and the wall excavation should be backfilled with Class B fill. A friction angle of 34 degrees and a unit weight of 125 pcf may be assumed for retained material with drained conditions as described herein.

The magnitude of the lateral pressure acting on the wall will depend in part on the flexibility of the wall and whether the wall is fixed or free to rotate. Active earth pressures may be assumed for walls that are allowed to deflect at least ±0.001*H (where H is the buried height of the wall). For a 3-foot tall or shorter wall, this deflection is less than ±0.1 inch. At-rest pressures should be used to design restrained walls that are not free to deflect. The proposed wall type and dimensions were not available at the time this report was prepared. Therefore, we calculated earth pressures for both active and at-rest conditions. We assume the structural designer will select the appropriate active or at-rest earth pressure based on the wall flexibility as described below. For both alternatives, we have assumed the wall backfill will be graded with a level backslope.

For unrestrained walls (able to deflect or rotate at least ±0.001*H), we recommend using an active earth pressure coefficient (ka) of 0.28. The resulting nominal lateral earth pressure on unrestrained walls may be estimated using an equivalent fluid density of 35 pcf.

For restrained walls, we recommend using an at-rest earth pressure coefficient (ko) of 0.44. The nominal lateral earth pressure on restrained walls may be estimated using an at-rest equivalent fluid density of 55 pcf.

Pavement Design

New pavement will be limited to constructing a new driveway shown on Figure 2A.

We anticipate the driveway will be utilized by predominantly light vehicles with occasional heavy service vehicles.

Geotechnical Investigation 7. Proposal No.: 2211080 Eugene, Oregon Eugene Water & Electric Board

Based on the site conditions and anticipated traffic, we recommend constructing a nominal pavement section of 3 inches of ACP over 10 inches of compacted base rock underlain by a Separation Geotextile. This pavement section assumes the subgrade will consist of stiff fine-grained soil. The actual subgrade conditions should be verified by a Foundation Engineering representative at the time of construction.

CONSTRUCTION RECOMMENDATIONS

Construction Timing

The surficial soils at the site are fine-grained. These soils are moisture-sensitive and will soften when wet and disturbed. Based on the moisture-sensitivity of the soil and the potential for runoff and erosion on the sloping site, we recommend completing the earthwork in the dry summer months (typically late June through the end of September or early October).

General Earthwork and Material Recommendations

Earthwork and material recommendations are provided below. Provide contractors with a copy of this report to review recommendations for site preparation and foundation construction, and the soil conditions encountered in the test pit. We should be provided an opportunity to meet with the contractor prior to construction to discuss the site conditions and the contractor’s approach to site preparation.

1. Class A fill used as fill in undeveloped areas should consist of soil from on-site excavations that is free of organics, construction debris, or other deleterious materials.

2. Class B fill used to backfill beneath structures and behind walls and as base rock for pavements should consist of 1 or ¾-inch minus, clean (i.e., less than 5% passing the #200 U.S. Sieve), well-graded, crushed gravel or rock. We should be provided gradation sheet of the intended fill for approval, prior to delivery to the site.

3. Drain Rock should consist of 1½ to ¾-inch or ¾ to ½-inch, open-graded, gravel or rock. Alternative gradations may be considered depending on local availability. We should be provided gradation sheet of the intended fill for approval, prior to delivery to the site.

4. Filter Fabric should consist of a non-woven geotextile with MARV strength properties meeting the requirements of an AASHTO M 288-17 Class 3 geotextile. The geotextile should have a permittivity greater than 0.1 sec.-1 and an AOS less than 0.30 mm. We should be provided a specification sheet on the selected geotextile for approval prior to delivery to the site.

Geotechnical Investigation 8. Proposal No.: 2211080 Eugene, Oregon Eugene Water & Electric Board

5. Separation Geotextile should consist of a woven or non-woven geotextile with MARV strength properties meeting the requirements of an AASHTO M 288-17 Class 3 geotextile. The geotextile should have a permittivity greater than 0.1 sec.-1 and an AOS less than 0.30 mm. We should be provided a specification sheet on the selected geotextile for approval prior to delivery to the site.

6. Compact all imported fill to 95% relative compaction. The maximum dry density of ASTM D 698 should be used as the standard for estimating the relative compaction. The fill may be spread in loose lifts up to 12 inches thick, where a roller is used for compaction. The fill should be placed in 6-inch lifts, where light, walk-behind compaction equipment (e.g., a jumping jack or vibratory plate compactor) is used.

Field density tests should be run to confirm adequate compaction of the imported fill. Compaction of fill that contains aggregate too coarse for density testing should be evaluated by observation of the compaction method.

Pumping or deflecting subgrade should be overexcavated and replaced with compacted Class B fill.

Foundation Preparation

Prepare the foundation area under the building as follows:

7. Excavate the building area using an excavator equipped with a smooth-edged bucket. The excavation should extend at least 2 feet beyond the building footprint. The excavation should extend to El. 814, or as required to remove the existing site fill and terminate on very stiff residual soil. The excavation depths in the uphill portion of the building area may be reduced if bedrock is encountered at shallower depths and the excavations on the downhill portion of the building area should extend deeper, if needed, to reach the residual soil.

The building excavation should have one or more level cut benches.

Remove any loose or disturbed soil from the subgrade prior to backfilling. The foundation excavation should be observed by a Foundation Engineering representative prior to backfilling to evaluate the subgrade conditions and confirm the required excavation depths.

8. Backfill the foundation excavation with Class B fill to the required grades for the footings and floor slab. Place and compact the Class B fill in lifts as recommended in Item 5.

9. Cut slopes and shoring for utility trenches and temporary excavations should conform to OR OSHA regulations. During dry weather, an OR OSHA Type B is appropriate for the topsoil and an OR OSHA Type A is appropriate for the residual soil. OR OSHA recommends a 1(H):1(V) maximum temporary cut slope for a Type B soil and a ¾(H):1(V) maximum temporary cut slope for a Type A soil.

Geotechnical Investigation 9. Proposal No.: 2211080 Eugene, Oregon Eugene Water & Electric Board

10. Permanent cut slopes should be graded no steeper than 2(H):1(V). Seed and hydrate permanent slopes as soon as practical after construction to establish vegetation prior to onset of wet weather and limit the risk for surface erosion.

11. Grade the finished ground surface surrounding the structure to promote runoff away from the foundations.

Pavement

Construct the paved driveway as follows:

12. Use an excavator equipped with a smooth-edged bucket to excavate the planned subgrade elevation.
