ADDENDUM #1

Highland Dr Pump Station Construction

22-027-PW

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

Addendum No. 1 consists of 4 numbered pages and the following:

1. Prebid Meeting sign-in sheet

2. Specification Section 00400 – Bid Form - REVISED

3. Specification Section 02910 – Temporary Tree and Plant Protection

CLARIFICATIONS – RESPONSES TO QUESTINS RECEIVED

Question 1: Please confirm that the MCC can be ordered in three separate “Splits”, or possibly incorporate a “Transom” over the door on sheet D-38375-S2; Details 1 & 4.

Response: The MCC is coming as one unit to avoid field splicing. The door opening will be increased in addendum 1.

The specifications already specify a removable transom.

Question 2: Is temp power available from the existing pump station, there appears to be a mini power center on the East side of the exterior on the building that could be a source, we would need a multipole lock hanger, which we could provide.

Response: EWEB will make temporary power available either through a temporary meter or from the existing pump station.

Question 3: 16050_1.10_B_1 shows underground as “PVC”; E500 calls for PVC/GRC for all underground which is correct?

Response: The notes on E500 which require PVC coated rigid conduit only refer to the conduits to and from the VFDs.

All buried conduits outside of the slab are to be PVC as specified in 16050.

Question 4: There is no size or quantities for conduit(s) P100 on sheet E500. Assuming 2-3” PVC, please confirm.

Response: Parallel 3” conduits will be required for P100.

Question 5: On sheet E100 there is not a vault called out under the new Transformer. Please confirm if there should be one and if it is OFCI, or CFCI.

Response: A 4’8” x 4’8” x 4’ EWEB standard vault is required and will be owner furnished contractor installed.

Question 6: Sheet E401 does not show a breaker in the MTS, but spec 16410_2.1_C_5_a & b require one. Please confirm if a breaker inside of the MTS is required.

Response: A breaker inside the MTS is required.

Question 7 - P130 calls for # 8’S for a 20-amp receptacle, please confirm this is a typo.

Response: No, this is not a typo, #8s are required due to the length of the conductor. However, per the note 1 under the Conduit and Wiring Schedule conductors are to be provided under a separate contract.

Question 8: E010 note 1 says demo is future, E100 says demo, which is correct?

Response: E010 is correct.

Question 9 – Are the tree stumps to be removed?

Response: No, the stumps can stay. The trees should be cut at 18” above grade, branches and brush should be hauled off.

Question 10 – What is the scope of EWEB’s piping work and when will it be complete?

Response: EWEB is installing new 8” and 12” water distribution piping in Highland Dr from the existing pump station site to the intersection of Highland Dr and Woodland Dr. EWEB will provide excavation, backfill, and surface restoration for the conduits that run from the new pump station to the existing pump station site. The work will be coordinated with the successful bidder and is anticipated to start in late August.

Question 11 - The drain system piping is specified as Schedule 80 PVC in spec section 15100, 2.02, C but the notes on plan sheet D-38375-C2 call for D3034. Which will be required?

Response: The sheet notes specifying D3034 for buried drain pipe will remain. Miscellaneous Drainage (D) listed in the pipe schedule of Specification section 15100, 2.02, PIPE TYPE C – POLYVINYL CHLORIDE PRESSURE PIPE AND FITTINGS will be required for exposed and buried drain piping within the new pump station.

Question 12 - Plan sheet D-38375-C2 has a note with arrows to the drain calling out ‘4” PVC FOUNDATION DRAIN…’.

Is all of the pipe not noted as 6” lateral, 4” perforated, or where does the perforated foundation drain change to solid wall?

Response: The 6-inch lateral will extend from the City storm line to the outside edge of the proposed pump station foundation. All other drain piping is 4-inch in diameter. The perforated pipe is limited to the perimeter of the new pump station foundation. All other pipe is solid wall.

Question 13 - Plan sheet D-38375-C1 doesn’t show an material in the Flow meter vault. Do you just want 8” DI pipe laid through and you folks will take care of the meter etc? If so do you want the DI pipe primer coated or zinc/asphalt the same as buried pipe?

Response: The pipe is specified as W8DI on D-38375-C1 and listed in the pipe schedule of Specification section 15100, 2.02, PIPE TYPE W, buried and greater than 4”. The material requirements are stated in specification Section 02600, which requires zinc/asphalt.

Question 14 - The bid form section 00400, H, 5, a calls for substantial completion on December 31, 2022 and the owner furnished material in section 01640 doesn’t become available until February 2023 in some cases. Puts the contractor in a time bind.

Response: This was an oversight. April 29th, 2023, is the date of substantial completion and final completion will be May 29th, 2023.

Question 15 – There is not a specification for the flowmeter in the pump building. Can you steer me in the right direction to find it?

Response: The flowmeter will be owner furnished contractor installed.

Question 16 - You have the specification for the butterfly valves in spec section15200 as wafer and that you folks will supply and install the operators. Do you really want bare wafer butterflies in the Pump Building?

Response: We do not want bare wafer butterfly valves. We want AWWA C504 Rubber Seated Butterfly Valves epoxy coated in conformance with AWWA C550 and NSF62. EWEB will not be providing the operator, a handwheel shall be provided for butterfly valves inside the pump station in accordance with Specification Section 15200 Paragraph 2.02B.

Question 17 - The Pipe Schedule in Specification 15100-2 calls for Type F-1, B3 and G for water line (W) less than 4”.

Is this contractor’s choice or could you let me know what type of pipe you would like in which locations?

Response - This is the contractors choice based on availability to meet the project schedule and price.

C. Provide other barricades and guards as necessary or required to protect trees designated on the Drawings to remain, from damage above and below grade, as directed by the Engineer.
D. Protect root systems of trees and plant life to remain.
1. Protect from damage due to noxious materials in solution caused by runoff or spillage during mixing and placement of construction materials.
2. Protect from flooding, erosion, or excessive wetting resulting from dewatering operations and compaction.
3. Protect against unauthorized cutting, breaking, skinning roots and branches, or bruising bark.
4. Protect from smothering and compaction. Do not store construction materials or permit vehicles to drive or park within the drip line area of any tree to remain.
5. Protect from dumping of refuse in close proximity.

E. Where cutting is necessary, Contractor and Certified Arborist shall review conditions with the Engineer before proceeding and comply with directives of the Engineer.

3.3 Excavation around Trees
A. Excavate within drip lines of trees only where indicated on the Drawings or as directed by Engineer.
B. Where trenching for utilities is required within drip lines, tunnel under or around roots by hand excavating.
1. Where possible trench toward trunk of tree and tunnel under central root mass to avoid severing all lateral roots on side of trench.
2. Do not cut main lateral roots or tap roots over one inch in diameter.
3. Temporarily support and protect trees from damage until permanently covered with approved backfill.
C. Do not allow exposed roots to dry out before backfill is placed.
1. Provide temporary earth or burlap cover.
2. Water roots daily when exposed and maintain in a moist condition.
D. Backfill roots only upon inspection approval from the Arborist.
1. Backfill around root excavations only with clean imported topsoil free from materials deleterious to root growth.
2. Backfill to eliminate voids and compact only by means of manual tamping at root areas.
3. Water sufficiently to settle topsoil and eliminate voids or air pockets around roots.
4. Allow for natural settlement of soil surface and furnish and apply topsoil sufficient to bring to original finish grade after backfill settlement.

E. If during excavation, any condition arises that threatens the survivability of the protected tree, or an unknown condition arises that affects the stability or integrity of the root system, notify the Engineer immediately.

3.4 root pruning
A. Root pruning shall be in conformance with ANSI A300 (part 8) latest edition. Use approved root-pruning devices.
B. Prior to any excavating into the existing soil grade within the CRZ, root prune where identified on the plans to a depth of 24 inches below existing grade or as directed by the Owner's Representative.
C. Prune roots encountered during construction. Make clean, vertical cuts. Do not leave split or frayed ends. Obtain Owner's Representative's approval prior to cutting roots larger than 1 inch in diameter.
D. Cover exposed roots overnight with 4 layers of wet burlap or 5 inches of wet Mulch. Backfill exposed roots with Soil Material as specified in Division 32 as soon as Work is completed.
3.5 Repair and Replacement of Damaged Trees
A. In the event of damage to existing trees:
1. Immediately prune limbs smaller than 3-inch caliper or roots smaller than 2-inch caliper to repair trees damaged by construction operations.
2. Make repairs promptly after damage occurs to prevent progressive deterioration of damaged trees.
3. Any such pruning and/or repairs shall be approved in advance and at completion by Engineer.
4. The Engineer shall reserve the right, at cost to the Contractor, to obtain the services of a Consulting Arborist with current membership in the American Society of Consulting Arborists (ASCA) to determine the severity of damage.
5. The Contractor is responsible for the cost of repairs caused by their actions or by the actions of subcontractors engaged by the Contractor.
B. Remove and replace dead or damaged trees which are determined by the Engineer to be incapable of restoration to normal growth patterns at no additional cost to Owner.
1. Provide new trees of the same species as those removed or damaged, with size and/or quantity to be determined by Engineer.
2. Furnish replacement trees and plant life to the Site and plant, maintain, and warranty as directed by the Engineer.
3. If trees are not replaceable with the same species, and size, compensate the Owner for the replacement cost of the trees based on the evaluation of a Certified Consulting Arborist obtained by the Engineer.
4. The Contractor is responsible for additional costs of removing damaged trees and labor for planting new specimens.
3.6 Designated Tree Removal Procedures
A. If designated tree removal is specified by Engineer, furnish labor, material, and equipment necessary for removing and/or salvaging existing trees, if necessary, as designated on the Drawings for removal.
1. Verify location and species with Engineer prior to removal.
3.7 Designated Tree Transplanting Procedures - not used
3.8 Grading and Filling Around Trees
A. Maintain existing grade within drip line of trees unless otherwise indicated on the Drawings or directed by the Engineer.
