About this file
This is Addendum 1 to an Invitation to Bid issued by the Town of Farragut, Tennessee for the construction of McFee Dog Park (ITB No. 2026-16). The addendum modifies the original solicitation and updates the bid deadline to October 30, 2025 at 2:00 PM, with delivery required to the Town of Farragut at 11408 Municipal Center Dr, 2nd Floor, Farragut, TN 37934. The project scope includes construction of a dog park with separate areas for large and small dogs, featuring fencing at heights of 5' and 4', stone walkways, a shade structure canopy (Skyways brand), site grading to establish ADA-compliant slopes, and seeded landscape areas. Two optional alternates are included: one for Skyways shade structures and one for site landscaping including trees, shrubs, and ground covers. A non-mandatory bidders' conference was held on October 15, 2025. The project has a substantial completion date of June 1, 2026, and is coordinated with a future restroom building to be bid separately at a later date.
Key modifications outlined in the addendum clarify that the Town of Farragut will pay for utility connection permits and inspection fees, remove existing trees at the park entry, and coordinate future water connections. Electrical fixtures, LED lights, uplights, and power pedestals are excluded from the scope; however, contractors must provide carrier pipe for future electrical installation as a unit price item negotiated during contract execution. Imported suitable soil, topsoil, and sleeves for future electrical work will be negotiated as unit prices with the selected contractor. The addendum includes responses to 25 bidder questions addressing topics such as handrails, concrete edging, fence height variations, material substitutions (cedar for treated poplar acceptable), stone specifications, and grading requirements. Contractors are responsible for all soils and concrete testing, site stabilization via seed and straw on disturbed areas, irrigation system repairs, and material stockpiling with minimal site damage. A bid guaranty of 5 percent of the base bid is required, with performance and payment bonds due within 7 calendar days of award. The project is funded through the Tennessee Local Parks and Recreation Fund (LPRF), and all communication must be directed to Anissa Pratte, Staff Accountant, at apratte@townoffarragut.org.

The due date for this solicitation has changed to October 30th, 2025 @2:00PM. Delivery address is Town of Farragut, 11408 Municipal Center Dr, 2nd Floor, Farragut, TN 37934.

i. Utility Connection permits and inspection fees will be paid for by the Town of Farragut. Since the construction of the associated building will be scheduled after the substantial completion date of the Dog Park (June 1, 2026), the selected contractor should plan to stub out water at a point 5' outside the future building location. Coordination of the two projects will be required for final water connections.
ii. The existing two trees near the entry to the dog park will be removed by the Town of Farragut prior to construction.
iii. Imported suitable soil will be required to establish slopes as shown. This will be paid for by the cubic yard as a unit price negotiated with the selected contractor.
iv. Topsoil to establish seeded areas will be a unit price negotiation with the selected contractor.
Bidders should include topsoil as part of landscape plans (Add Alternate #2) but not include topsoil for the remaining portions of the project area.
v. No electrical fixtures, services, poles or bases should be included in this scope of work and bid.
Contractors should remove all scope relating to installation of proposed LED area lights, uplights for signage, and power pedestals (Details 3,4 and 6 sheet C.31). Sleeves needed for future electrical installation will be provided as a unit price during contract negotiations with the selected contractor.
vi. Exhibit A to this Addendum is an updated Bid Form. Please use it instead of the one within the ITB Bid Documents.
Q1. Will the list of bidders be included in Addendum 1?
A1. We do not know who is bidding on the project. There was a non-mandatory meeting on October 15th, 2025, and that sign in sheet is posted to our website.
Q2. Is the Stick building going to be bid out by the Town as a separate project or built in house?
A2. The restroom building is currently in the design phase. Bids for construction will be issued by the Town of Farragut at a later date.
Q3. Who is responsible for the Tap, meter and service fees for the KUB coordination?
Would you consider adding an allowance for this item?
Q4. Can you provide more detail on the electrical / Power - Stub Out? It is typical to provide the stub out 5' outside the building.
A4. Since the construction of the associated building will be scheduled after the substantial completion date of the Dog Park (June 1, 2026), the selected contractor can and should at a minimum provide carrier pipe underneath the sidewalk for future utility installation. L.A. to provide location and size of carrier pipe. No electrical connections or fixtures are required for this project.
Q5. I noticed the plans mentioned handrails but a detail was not included, can you provide more information on this?
A5. The notes regarding handrails were included as part of the TDEC and LPRF standard notations and are not shown or desired. Vertical obstructions should be minimized in a dog park. The intent and goal is to provide ADA compliant surfaces that don't require ramps and associated handrails. If handrails are required details and pricing will be decided per change order.
Q6. Would you consider adding unit prices for some of the plan items?
A6. Unit prices will be negotiated with the selected contractor and should be based on the plans as shown. The sample contract and project manual require a schedule of values from the low bidder which will be used to help determine unit price amounts.
Q7. Do we need to include concrete edging for the gravel surfaces?
A7. Contractors should bid per plans as shown with natural surface supporting the stone walkways.
Q8. Who is the shade structure canopy manufacturer?
A8. The manufacturer is Skyways, which is the shade division of Landscape Structures. The local provider is Recreational Concepts in Crossville. However, there will be a process for submittals and substitutions, but at this time bids should reflect current plans and details.
Q9. There is a large tree in the way of the sidewalk as shown, should we plan for the removal of that tree as part of this scope of work.
A9. No, the Town of Farragut will remove the tree(s) at the entry of the dog park to improve construction access and sidewalk installation.
Q10. Did you intend to have the fences at two different heights, 5' and 4'?
A10. Yes, this was an intentional decision to visually distinguish from the large dog and small dog areas.
Q11. Can we consider replacing the hinges on the double leaf maintenance gates?
A11. Yes, there will be a process for submittals and substitutions, but at this time bids should reflect current plans and details.
Q12, Is the entry vestibule to the large and small dog 4' or 5'?
A12. The height of the dog park entry vestibule should be 5' as shown.
Q13. Where do you anticipate the on-site stockpile of materials?
A13. That is a means and methods understanding that the existing site shall be returned to the original pre-construction condition. The larger dog park area is out of sight and may be a great nearly flat area to store materials. Contractors will be responsible for costs of damages to the existing site which should be minimized as feasible. Selective demolition may be necessary to allow for the construction access and material delivery.
Q14. Can cedar be accepted as a substitution for the treated poplar?
A14. Yes, there will be a process for submittals and substitutions, but at this time bids should reflect current plans and details.
Q15. Based on the plans and existing conditions, this seems to require import fill to obtain these ADA compliant slopes?
A15. The contractor is responsible for calculating and estimating all quantities and take-offs and provide bids per plans. A unit price for imported suitable fill will be negotiated with the selected bidder during contract negotiation.
Q16. Will we be able to cut and impact the existing irrigation system?
A16. Yes, if that is required. The system should be repaired at the end of the project and returned to the owner in the original condition prior to construction.
Q17. how much top soil is needed (Est)
A17. The contractor is responsible for calculating and estimating all quantities and take-offs. A unit price for imported topsoil will be negotiated with the selected bidder during contract negotiation.
Q18. There doesn't appear to be much topsoil or any left existing on-site. Can you consider adding a unit price for import if that is required.
A18. See note 17 above. A unit price for importing and spreading of topsoil will be negotiated with the selected contractor and should not be included in this bid. Topsoil for landscape plans (Add Alternate #2) should include topsoil per plans and details.
Q19. Can you provide more information or details for the rock dust/decomposed limestone as shown on the detail (Detail 2/C.30)? The lowest my vendor said they can provide is #10 stone, would this work?
A19. The 6" depth of stone should be approximately 2"- 3" in diameter, while the upper section should be free of larger aggregate sizes which can / is called multiple things in the industry. Yes, #10 should be acceptable as the final 2" top surface. The intent is to have a smooth and even surface. The sifting and screening process and sizes varies from vendor and suppliers.
Q20. There are two different linear footages included on the plans for the 4' fence heights, can you verify which is correct?
A20. The contractor is responsible for calculating and estimating all quantities and take-offs and provide bids per plans.
Q21. Sheet C.01 Grading note 4 - "Under the direction of a qualified Soils Engineer" Who is paying for these services? And will concrete testing be required? Who is paying for that service?
A21. The Contractor is responsible for scheduling and payment for both soils and concrete testing.
Q22. Where the new fencing is installed in the woods and outside of the grading operations is it the intent to clear/mulch/bushhog the small trees and underbrush before installing?
What is the look expected to be in the areas that do not get disturbed? Do we need to plan to remove existing grasses/disrupt the area to receive new seed/straw?
A22. The areas outside limits of final disturbance will be left as is, in a natural state to provide as much screening as possible to the adjacent neighborhood. Existing grasses on the open lawn areas can remain if grades and limits of disturbance permit. The site lacks existing topsoil, which will be coordinated and included as a unit price item during contract negotiation.
Q23. Is there an irrigation plan? If Alt 2 is accepted, who waters the new plantings? Landscape contractors are hesitant to warranty plants without irrigation or some sort of watering period.
A23. There is not an irrigation plan provided at this time. If Alt 2 is accepted, the contractor / sub-contractor will be responsible for keeping the plants alive during the warranty period, which typically is one-year from final acceptance of the project by the owner. The TOF included hose-bibs at the entry of the dog park to help with the service and supply for temporary and/or permanent irrigation if Alt 2 is desired, which will be based on final bids for the dog park and restroom building (to be bid at a later date as a separate ITB # and project).
Q24. The Utility Plan U.10 does not show sewer. If I remember correctly the existing is a pump system not gravity. Please clarify.
A24. The proposed plans do not include modifications or connections to the existing sewer line. At the time the survey was provided, a house was still on-site with septic lines only.
Selected contractor should coordinate with Tennessee One-Call (811) and the owner to locate and avoid impacts to existing utilities as required.
Q25. I see that you have a single post cantilever on the plans for the McFee Dog park improvements. Are alternates to the Skyways line excepted?
A25. Yes, there will be an opportunity to provide a substitution submittals at a later date with the selected contractor.
