9.3 Notice of Award
If no timely protest is filed, or upon resolution of any timely protest, the City may issue a Notice of Award to the successful Bidder.
Issuance of the Notice of Award does not authorize commencement of services and does not, by itself, constitute a binding Contract between the parties.

In such event, the City may, in its discretion, award the Contract to the next lowest responsive and responsible Bidder, reject all Bids, or re-solicit.
9.6 Contract Term
The Contract shall become effective upon full execution by both parties and shall remain in effect for the term stated in the Agreement, unless earlier terminated in accordance with the Contract Documents.
