About this file
This document is an addendum to an Invitation to Bid (ITB) issued by the Florida Department of Education Bureau of Contracts, Grants and Procurement Management Services for the installation of closed-loop video camera systems at the Florida Interstate Rest Areas. The requirements include the installation of three two-megapixel infrared vandal-proof dome cameras, one four-channel network video recorder (NVR), one 43-inch 1080p monitor, and other related equipment and cabling per rest area site. The contract term is 36 months, and all bids must be submitted within 72 hours of the addendum's posting. Site visits are allowed, but vendors will not be accompanied by state personnel. The Department requires motion-only recording with a 30-day minimum retention period and 1080p resolution at 30 frames per second, with no analytics required. Remote access and monitoring are not needed, and the systems must be closed-loop with no internet connectivity.
The addendum also clarifies that all manufacturers are approved, there are no NDAA compliance requirements, and the NVR and cameras must be installed in secure locations. Existing power outlets can be utilized, and no trenching or abatement work is required. Bidders are responsible for providing their own schematics, layouts, and installation implementation plans, which will be subject to the Department's review and approval. Billing will be allowed upon successful completion and inspection of each site.

BID NO.: ITB 2025-101
This addendum is being issued to provide the Answers to Questions submitted timely by vendors during the Question and Answers period.
Please be advised all questions are keyed as submitted.
Potential proposers have 72 hours from posting of addenda to protest the requirements of each addendum. Failure to file a protest within the time prescribed in Section 120.57(3), or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
YOUR BID WILL NOT BE COMPLETE WITHOUT THIS DOCUMENT
SIGNED AND INCLUDED!
1. Do all of the Rest Area sites have a physical street address or are they only located by the mile marker information? Please provide a list of the physical street addresses if they exist.
Answer: Rest Areas do not have street addresses. Their location is designated by mile markers. See link below:
Rest Areas
2. Is there a video recording/storage specification requirement?
a. Recording – continuous, motion only, or combination (low frame rate continuous and then speed up on motion or analytic detection) Answer: motion only
b. Frame rate – for continuous and/or motion as applicable Answer: motion as applicable https://www.fdot.gov/maintenance/rest-area-app/rest-areas
ITB 2025-101 Addendum #1 Page 2 of 9
c. Storage Time requirement in days (30, 60, 90, etc…) Answer: 30 days
3. Do you require any analytics in the video search capability? If yes, do you require standard or advanced?
Answer: No analytics are required in video search. All video searches will be done by time stamp.
a. Standard - Person, vehicle, line crossing, direction, etc…
b. Advanced – gender, clothing color, glasses, mask, etc…
4. Is outbound internet (or private WAN/LAN) available at all rest area locations and do you require remote access to video?
Answer: All systems will be closed loop, as previously stated in the ITP, therefore no internet is required.
c. If yes, where is the router/switch location in relation to the vendor storage rooms?
Answer: N/A
d. Do you require the ability to stream live/recorded video from multiple sites at the same time from remote?
Answer: There will be no remote viewing required at any locations. All video reviews are to be done on premise of system.
i. FYI – alternate is connection to one site at a time to view video
5. Section 6.0.8 – is an 11-outlet surge protector required? This design will only need 2- 4 120VAC plugs max.
Answer: Yes, an 11-outlet surge protector is required.
e. Do you require remote power cycling of the power outlets?
Answer: No remote power cycling is required.
i. FYI – this would allow you to power cycle from remote and avoid many truck rolls in case an NVR or camera needs a reboot. With
(50) remote sites this is important for future cost savings.
6. Are we able to get floor plans for all the sites?
Answer: Unfortunately, floor plans are not available for sites. Vendors can make site visits, but they will not be accompanied by any state personnel. Vending areas and storage rooms are similar in design at most rest areas.
7. Got it. No problem! We can make assumptions based on the ones we choose to walk. A few more questions:
Do the sites need to be accessed remotely?
If so, is there an internet connection in the same room where we will mount our NVR?
Is the 43" tv being mounted in the storage room or the vending area?
Answer: The sites do not need to be accessed remotely, and the TV monitors will all be mounted inside the storage rooms.

8. I see the in the Scope of Work the type of cameras and equipment. I don't see any approved model numbers and brands of cameras and NVR as a part of the bidding documents. Can you clarify the manufactures approved for this solicitation.
Answer: All manufacturers are approved for this solicitation.
9. I’m the local representative for Verkada, a leading manufacturer of physical security solutions. We provide cameras and security systems to various state departments across the country, as well as to AHCA and DOH here in Florida. I noticed that the bid below mentions the installation of cameras but doesn’t seem to address the purchase of the hardware. Have you already secured the cameras and software, or would it be possible to set up a meeting to show you how we've helped other agencies save money and streamline integration across multiple sites?
Answer: This ITB is for the entire scope of the project, the hardware, software if necessary and all required services to install, initialize and provide training for operation of closed loop video camera systems for the vending machines area and vending storage rooms at the Florida Interstate Rest Areas.
10. Is it the Department’s intent (and requirement) that the camera components must be NDAA compliant, in accordance with Governor’s Executive Order 22-216?
Answer: No, the cameras do not need to be NDAA compliant, because the system will not be connected to the internet.
11. Can the Department please confirm if the cameras will need to be outdoor or indoor rated?
Answer: Cameras must be rated for outdoors.

26. Section 5.8 of RFP requires compliance with Florida 60GG-2. Does this requirement apply to the equipment being provided or just to the companies submitting the bid.
Answer: Just for the company submitting the bid, not the equipment.
If it applies to the equipment being provided, then in section 60GG-2.003 there are multiple requirements that would affect the type of NVR that is required to be supplied such as required centralized credential management and unique credentials for each user and a requirement for “hot swap” capability (PR.PT-5) and other requirements.
