About this file

This document is an Invitation to Bid (ITB) 2025-014-MP issued by the City of Miami Beach for establishing a prequalification pool of certified elevator contractors to perform replacement and modernization services for elevator cabs in city-owned facilities. The contract will have a five-year term, with no guaranteed volume of work, and contractors who meet the minimum eligibility requirements will be placed on a prequalification list that city departments can access to obtain price quotations for specific elevator replacement or modernization projects. Prequalified bidders will be invited to submit quotes through Invitations to Quote (ITQ), with an estimated budget of $200,000 per project. The scope of work includes removing and disposing of outdated elevator components, installing new equipment like traction machines and safety systems, ensuring compliance with building codes and ADA requirements, and performing electrical, mechanical, and structural upgrades.

Bidders must be a Certified Elevator Technician or a registered elevator company and provide at least three project references completed within the last three years in Florida. The city will provide periodic payments for services, and contractors must guarantee their work against defects for one year after acceptance. Background checks are required for all employees, and personnel must wear uniforms bearing the contractor's name. Projects are limited to $200,000 or less according to Florida State Statute, and contractors will be responsible for all mobilization, demobilization, cleanup, and permit costs. The prequalification process includes a comprehensive review of the bidder's business practices, including criminal history, financial stability, and compliance with various city ordinances related to ethics, non-discrimination, and equal benefits.
