A laydown yard will be available for contractor use.

City of Milton, Florida Addendum No. 1 to ITB 2025.01 Construction Services – Natural Gas Distribution Infrastructure Project

February 5, 2025

The following addendum will expand, amend, revise, and clarify the specifications bearing the above title, dated January 16, 2025. All information in the original Invitation to Bid (ITB) documents will still apply unless specifically omitted or revised by the addendum. Items cover the new due date for bid submissions, the modified Bid Form, and answers to questions following the posting of the ITB.

PACKAGE.

Item No. 1: Submission Extension: Due to the winter storm that affected Florida, the date and time to submit bids will be extended one week.

The new deadline to submit sealed bids is:

Bids will be opened on Thursday, February 20, 2025 at 2:00 p.m. (CST), at the City of Milton Council Chamber located at 6738 Dixon Street, Milton, Florida 32570.

Item No. 2: Modified Bid Form: The Bid Form provided in the ITB 2025.01 Construction Services

– Natural gas Distribution Infrastructure Project is to be omitted. Attachment #1 – Bid Form (Modified) should be submitted with the proposal. Please see Attachment #1 – Bid Form (Modified) uploaded to the City of Milton’s Website, Bidnet Direct, DemandStar, and/or through the Office of Supplier Diversity.

Item No. 3: Questions and answers.

Question #1 Are there anymore documents for this project that is out to bid besides the attached?

Answer #1 All bid documents are currently posted and available via The City of Milton’s Website, Bidnet Direct, DemandStar, and/or through the Office of Supplier Diversity. Additionally, the bid document can be found at the link here.

Question #2 Can you please confirm the warranty term for the project, we are not seeing it in the contract language?

Answer #2 The Warranty Term will be one (1) year after a Certificate of Completion for the Work has been issued by the City.

Question #3 Does City of Milton/Florida Gas Utility have all required project permits?

Answer #3 All required permits (City, County, FDOT) have been obtained except the FDEP permit for the creek crossing on Alabama St.

Question #4 Are there any workday/hour restrictions for this project?

Answer #4 Yes. Work shall be performed from 7:00am-6:00pm (CST), Monday through Friday.

Question #5 Please clarify removal of the existing piping to be abandoned, the SOW states “The existing gas line will be completely removed where feasible”, however notes on the IFB drawings state “Existing main & services to be abandoned in place”?

Answer #5 The existing mains and services are to be abandoned in place.

Question #6 Does City of Milton/Florida Gas Utility have a laydown yard available for the contractors use?

Answer #6 Yes.

Question #7 Is there a project specific list of Operator Qualifications available?

Answer #7 Yes. The Contractor is to maintain the same Operator Qualifications as stated in the City of Milton’s Operator Qualification Program. Please see Attachment #2 - City of Milton Operator Qualification Program uploaded to the City of Milton’s Website, Bidnet Direct, DemandStar, and/or through the Office of Supplier Diversity.

Question #8 Is the contractor responsible for setting a new meter, and relights for the customer?

Answer #8 Yes. Contractor to perform relights for the customer. Contractor to set a new meter only when necessary, provide a per unit price but DO NOT include setting of a new meter in the lump sum.

Question #9 Is pre and/or post installation sewer camera inspection required for this project?

Answer #9 Yes, post installation only.

Question #10 Will we be allowed to perform Directional Drilling on Friday and Saturday?

Answer #10 Yes on Friday but not on Saturday.

Question #11 Can you provide a copy of the Florida Gas Utility Construction Specification?

Answer #11 Yes. Contractor is to follow Construction Specifications as described in the City of Milton’s Operation and Maintenance Manual. Please see Attachment #3 - City of Milton Operation and Maintenance Manual uploaded to the City of Milton’s Website, Bidnet Direct, DemandStar, and/or through the Office of Supplier Diversity.

Question #12 Is there any in-house plumbing/piping in the contractors SOW?

Answer #12 No.

Question #13 Some of the drawings (page 40 for example) have gas lines in a red color. Can you confirm that these are not to be installed by the contractor, are these existing, previously installed or future installation?

Answer #13 The lines indicated in red like the ones on Sheet 40 of the drawings are to be ignored as if they do not exist by the Contractor. Do not plan to tie in to or include in the bid.

Question #14 Who does shut-in test and relight on house with tie-over of existing service to main?

a. Is there a EFV to install

b. What type of Tee is C. Milton providing for tie-over?

Answer #14 Contractor to perform shut-in test and relight on house with tie-over of existing service to main.

a. Assume all new service lines need an EFV installed.

b. Side wall tapping tees.

Question #15 Will C. Milton be locating the existing gas system per FL one call?

Answer #15 Yes.

Question #16 Will C. Milton/others be locating Sewer laterals and water services per FL one call?

a. CCTV truck include?

b. Who owns sanitary sewer system and will they locate main and laterals?

c. Will Pre & Post cross bore inspection be required?

Answer #16 Yes. The City of Milton will locate sewer laterals and water services.

a. No.

b. City of Milton owns sanitary sewer system and will locate main and laterals.

c. Yes, post only.

Question #17 Consider adding a Cut & Cap, Bare Steel tie in, and Cast Iron tie in pay item?

Answer #17 Please see Item No. 2 of this Addendum (Addendum #1) and/or Attachment #1 – Bid Form (Modified) uploaded to the City of Milton’s Website, Bidnet Direct, DemandStar, and/or through the Office of Supplier Diversity.

Question #18 Please give detail on service abandonment.

Answer #18 Most service lines will be abandoned in place while still connected to abandoned mains.

Otherwise, they should be cut and capped and abandoned in place.

Question #19 Does the City of Milton have a construction phase plan for work or is it up to contractor?

Answer #19 Phase plan for work is up to the Contractor.

Question #20 Will subcontracting be allowed?

Answer #20 Yes, subcontracting will be allowed if approved by the City and Project Manager.
