About this file
This document is an Addendum #1 to Invitation to Bid (ITB) 2023-26 issued by the Florida Department of Education (FDOE) / Division of Early Learning. The ITB solicits written bid responses from qualified vendors to establish a 60-month contract for conducting Classroom Assessment Scoring System (CLASS) observations and coaching support services as part of the implementation of the program assessment required by Florida Statutes. The addendum provides answers to questions submitted by vendors during the question and answer period. Key responses include allowing for annual cost of living increases, permitting virtual coaching if acceptable to the customer, and requiring face-to-face, on-site coaching and focused observations.
The contract will cover services in the state of Florida, specifically in Leon County and the city of Tallahassee. The ITB will be opened on June 12, 2023 at 10:30 A.M. Vendors have 72 hours from the posting of the addendum to protest the requirements. The addendum also notes that failure to file a protest or post a required bond will constitute a waiver of proceedings under Chapter 120 of the Florida Statutes.

Addendum #1
BID NO.: ITB 2023-26
This addendum is being issued to provide the Answers to Questions submitted timely by vendors during the Question and Answers period.
Please be advised all questions are keyed as submitted.
1. Is it acceptable for bidders to include a small annual escalating rate for observation and coaching costs during the initial 5-year period (for years 2 through 5) to account for annual cost of living increases?
Yes.
2. May coaching be provided virtually if that is acceptable to the customer or if the customer prefers virtual coaching services?
See response to #5.
3. Will the VPK end date for Spring observations occur in April?
The end date for observations is determined by the customer. The observations must occur early enough to allow for second assessments, if necessary. In some cases, April will be the end date but VPK classes are also offered in the Summer.
4. Our current observation services contract expires at the end of December.
If an ELC contracts with us in the Fall, do all of those observations need to be completed by the end of the year and a new contract signed for Spring of 2024?
When the current contract expires, observations would need to be procured under the new contract.

5. Will FDOE consider allowing some of the coaching cohorts to be completely virtual vs. face-to-face?
Coaching for this contract is face to face, on site at the classroom level with specified classroom instructors. The coach is required to conduct “focused” observations.
6. Does FDOE/DEL have capacity to complete an API integration between Wels and myTeachstone for automated reporting?
Respondents should anticipate using the current reporting methodologies.
Potential proposers have 72 hours from posting of addenda to protest the requirements of each addendum. Failure to file a protest within the time prescribed in Section 120.57(3), or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
