About this file
This Invitation to Bid (ITB 1368) is an amendment document issued by the State of Idaho Division of Purchasing on behalf of the Idaho Office of Drug Policy (ODP) soliciting bids for ongoing, as-needed printing services. The scope of work encompasses a variety of marketing, administrative, and operational printing materials including brochures, rack cards, booklets, stickers, flyers, magnets, folders, posters, retractable banners, wall clings, and table tents. All materials must meet detailed specifications regarding dimensions, paper weights, binding methods, coating finishes, and resolution standards. Questions must be submitted by September 24, 2026, at 11:59 p.m. MT, and sealed bids are due October 8, 2026, with public opening scheduled for the first business day thereafter at 10:30 a.m. MT. Physical samples of stickers and booklets must be delivered to the Division of Purchasing office in Boise by 5:00 p.m. MT on the closing date. Delivery of printed materials will occur at either the Idaho RADAR Center at Boise State University or the ODP office in downtown Boise. The initial contract term is one year, with an anticipated total contract period of up to five years through mutual written agreement and renewal options.
Pricing must be submitted through Submittal Form B in Microsoft Excel format, with all costs remaining firm for the initial one-year term. Idaho Code Title 60 Chapter 1 applies, and a 10 percent additional cost adjustment is added to bids for printing produced outside Idaho for evaluation purposes only, though this adjustment does not apply to actual purchase orders or contract awards. The contractor must finalize specifications, quantities, pricing, and delivery location within two business days of order receipt and deliver materials within five to ten business days on an F.O.B. Destination freight-prepaid basis. A minimum one-year warranty on all printed materials and comprehensive customer support with forty-eight-hour response times for email and telephone inquiries are mandatory. Price adjustments may be requested twice per year after the initial term with ninety days' notice and supporting documentation of industry-wide cost increases. The State will award the contract to the responsive and responsible bidder with the lowest total estimated cost and reserves the right to request Best and Final Offers from selected bidders.
