About this file
This is a Federal Supply Schedule (FSS) Sole Source Justification document for a contract modification issued by the U.S. Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA), Office of Acquisitions Management.
FMCSA is seeking a five-month extension of the IT SWAT Enterprise contract, a logical follow-on to the existing incumbentship, running from August 22, 2026 through February 21, 2027. The contract provides technical, programmatic, and experiential expertise to solve mission-critical challenges through rapid design and deployment of software products. The justification for the sole source action centers on three primary rationales: (1) Risk of Service Disruption—the current contract expires August 21, 2026, and a gap in performance would disrupt enterprise systems vital to national motor carrier safety oversight and motor carrier registration; (2) Technical Continuity—the incumbent possesses immediate technical architecture and programmatic knowledge required to maintain uninterrupted deployment; and (3) Avoidance of Undue Costs—transitioning to a new vendor for a five-month bridge would require 30-to-60-day onboarding and vetting periods, resulting in duplicate expenses and unrecoverable productivity losses. The contracting officer determined the extension represents best value by verifying proposed pricing against existing GSA Schedule rates and confirming the funding amount is commensurate with specialized effort required. To prevent future limited-source actions and foster competition, FMCSA will conduct a competitive successor procurement, finalize documentation for future offerors, and engage industry through an RFI or Industry Day prior to releasing the final solicitation. The justification was digitally signed by Contracting Officer Elizabeth Marie Johnson on August 26, 2026.

FEDERAL SUPPLY SCHEDULE (FSS) SOLE SOURCE JUSTIFICATION
In accordance with GSAR 538.7104-3
(i) Identification of the agency and the contracting activity
The U.S. Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), Office of Acquisitions Management (OAM), 1200 New Jersey Avenue, S.E., Washington, DC 20590
(ii) Nature and/or description of the action being approved.
The FMCSA Office of Acquisitions Management (OAM) requires a five-month extension of the IT SWAT Enterprise contract which is designed to leverage the technical, programmatic, and experiential expertise to solve mission-critical challenges via rapid design or deployment of software products. This modification is a logical follow-on to the existing contract with the incumbent, to ensure the uninterrupted delivery of mission critical software development and rapid-response IT services while a full competitive procurement is finalized.
• Period of Performance: 08/22/2026 – 02/21/2027
• Total Estimated Value:
(iii) Authority and supporting rationale
In accordance with GSAR 538.7104-3(b)(1)(iii) this limited-source action is a logical follow-on to an original Federal Supply Schedule (FSS) order.
• Risk of Service Disruption: The current contract expires on 08/21/2026. A gap in performance would directly disrupt enterprise systems vital to national motor carrier safety oversight and motor carrier registration.
• Technical Continuity: As the incumbent, possesses the immediate technical architecture and programmatic knowledge required to maintain uninterrupted deployment.
• Avoidance of Undue Costs: A transition to a new vendor for a 5-month bridge would require a 30-to-60-day onboarding and vetting period. This would result in duplicate onboarding expenses and productivity losses that cannot be recovered through competition at this immediate juncture.
(iv) Determination by the ordering activity contracting officer that the order represents the best value consistent with GSAR 538.7102-2(d)(2) and 538.7104-2(a)(3).
• Industry Engagement: Prior to releasing the final solicitation, FMCSA will engage industry through an RFI or Industry Day to refine requirements and expand candidate schedule holders.
(viii) The ordering activity contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
