About this file

This is a Limited Sources Justification document for a contract modification above the Simplified Acquisition Threshold, prepared in accordance with FAR Part 8.405.

The Federal Motor Carrier Safety Administration (FMCSA), an office within the U.S. Department of Transportation, seeks a five-month extension of the IT SWAT Enterprise contract with incumbent ChangeIs Inc. The extension period runs from March 30, 2026 to August 21, 2026, with an additional funding increase of $899,999.00. The FMCSA requires continued rapid-response IT services and software development support through an "IT SWAT" team—a specialized unit designed to leverage technical and programmatic expertise to solve mission-critical challenges. The justification for sole-source continuation with ChangeIs Inc. rests on preventing service disruption to enterprise systems vital to motor carrier safety and registration, as the current contract expires March 29, 2026. The incumbent possesses requisite programmatic knowledge and technical infrastructure to maintain continuity without delay. Transitioning to a new vendor would require 30-60 days for onboarding, knowledge transfer, and security clearances, creating substantial productivity losses and duplicative costs that cannot be recovered during a short bridge period. The Contracting Officer determined the total additional funding to be fair and reasonable, consistent with the contractor's existing GSA Federal Supply Schedule rates and historical burn rates. Market research was limited to reviewing the incumbent's GSA pricing and capabilities rather than conducting formal competition, based on logistical infeasibility of transitioning vendors within the compressed timeline. FMCSA committed to conducting a full competitive procurement for a successor contract and will implement transition requirements, open architecture standards, and industry engagement through Requests for Information to mitigate future incumbency advantages and encourage broad competition among qualified Schedule holders.

LIMITED SOURCES JUSTIFICATION

Above the Simplified Acquisition Threshold (SAT)

In accordance with FAR Part 8.405

(i) Identification of the agency and the contracting activity, and specific identification of the document as a "Limited-Sources Justification."

The U.S. Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), Office of Acquisitions Management (OAM), 1200 New Jersey Avenue, S.E., Washington, DC 20590

(ii) Nature and/or description of the action being approved.

The FMCSA Office of Acquisitions Management (OAM) requires a five-month extension of the IT SWAT Enterprise contract (Period of Performance: 03/30/2026 to 08/21/2026) and an increase in funding by $899,999.00. This modification is a logical follow-on to the existing contract with the incumbent, ChangeIs Inc, to ensure the uninterrupted delivery of mission critical software development and rapid-response IT services.

(iii) A description of the supplies or services required to meet the agency’s needs

(including the estimated value).

FMCSA has a continuing need for a contractor to provide an “IT SWAT” team, which is a concept that is designed to leverage the technical, programmatic, and experiential expertise to solve mission-critical challenges via rapid design or deployment of products.

FMCSA proposes to make an award with a period of performance of 3/30/2026 - 8/21/2026. The total estimated value of this award is

(iv) The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service

A five-month extension is necessary to prevent a lapse in critical programmatic operations while FMCSA conducts a full competitive procurement.

● Risk of Service Disruption: The current contract is scheduled to expire on 03/29/2026. Without this extension, FMCSA would face a gap in support for enterprise systems that are vital to motor carrier safety and registration.

source code, and operational manuals developed by ChangeIs Inc. are current and accessible.

o Transition Requirements: The successor solicitation will include a mandatory transition-in period, ensuring that the new awardee has the time and access required to assume full operational control.

o Open Architecture: FMCSA continues to move toward standardized enterprise architectures to ensure that any qualified vendor with the required technical competencies can support the system without proprietary hurdles.

● The agency has identified the primary barrier to competition as the immediate expiration of the current POP. By extending the contract through August 2026, FMCSA aligns the procurement cycle with the standard fiscal year acquisition milestones. This ensures that the follow-on contract can be awarded, and a seamless hand-off can occur, thereby eliminating the logistical and financial risks that currently necessitate this limited source action.

● Prior to the final solicitation for the long-term contract, the agency intends to engage with industry through Requests for Information (RFIs) or industry days. This will help refine requirements and encourage a broad pool of qualified Schedule holders to participate in the upcoming competition.
