About this file

This is a Sole Source Authorization (SSA) request form submitted by the Idaho State Police (ISP) to the Idaho Department of Administration, Division of Purchasing, for the procurement of a software interface between Peak Performance and CPI's OpenFox Messenger from Peak Performance Solutions. The requested property is a software integration that enables automatic transfer and updating of completed training certifications between the Bureau of Criminal Identification's (BCI) Peak Performance training and certification management system and CPI's OpenFox Messenger. The interface is specifically configured to support Idaho's existing systems and operational requirements, allowing BCI to maintain accurate certification records, streamline administrative processes, and support compliance with CJIS Security Policy requirements. The anticipated total cost for the full desired term is $6,000.00, with a desired contract term of five years beginning in Fiscal Year 2027. The request was submitted on October 28, 2026, and was approved by DOP Deputy Administrator Mike Gwinn on the same date.

The justification for sole source procurement is based on the property being uniquely compatible with existing equipment and systems, as the interface must be specifically configured for Idaho's existing Peak Performance platform and operational requirements. BCI conducted research into alternative training and compliance management platforms from providers including Idemia and Diverse Computing but determined that no alternative solution offered the same integrated capabilities for CJIS Security Awareness Training, agency-specific training and testing, and audit management while maintaining compatibility with existing systems. Peak Performance Solutions has an established working relationship with CPI to develop and maintain this interface, and replacing the current solution would require additional development, system modifications, staff training, and potential operational disruptions. The form indicates that this exemption may be posted for public notice prior to final approval, with interested vendors permitted to file a challenge within five business days after the closing date of the IPRO notice.

Business Need* Describe the Agency's business need for the requested property https://adminrules.idaho.gov/rules/current/38/380501.pdf

BCI requires an automated interface between Peak Performance and CPI’s OpenFox Messenger to maintain accurate training certification records. The integration eliminates duplicate manual entry, reduces errors, improves efficiency, and supports compliance with CJIS Security Policy requirements.

This field has a 300 character limit

Description* Describe what makes the identified property unique. Why is it the only property that could meet your business need?

The Bureau of Criminal Identification (BCI) currently utilizes Peak Performance to administer and track CJIS Security Awareness Training, agency-specific training and testing, and audit management activities for criminal justice agencies throughout Idaho. The platform supports BCI's statewide responsibilities for maintaining training certifications and monitoring compliance with FBI Criminal Justice Information Services (CJIS) Security Policy requirements.

The requested property is a software interface that connects Peak Performance with CPI's OpenFox Messenger, which is utilized by Idaho's criminal justice agencies. Peak Performance works directly with CPI to provide an interface that automatically transfers completed training certifications between the two systems, eliminating the need for duplicate manual data entry and reducing the potential for errors.

Because each state's systems and operational requirements differ, the interface must be configured specifically for Idaho's existing systems and processes. The requested interface is designed to work with BCI's established Peak Performance platform and CPI's OpenFox Messenger, allowing certification information to be transferred without replacing or modifying BCI's existing training management processes.

The interface's compatibility with these existing systems, its ability to automate certification updates, and its configuration for Idaho's operational requirements make it uniquely suited to meet BCI's business needs. Maintaining this integration allows BCI to continue utilizing its established training, certification, and audit management processes while improving the accuracy and efficiency of certification reporting.

Alternatives* Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency's business needs?

BCI has explored alternative training and compliance management platforms through discussions with representatives from other law enforcement software providers, including Idemia and Diverse Computing. Based on these discussions, BCI has not identified an alternative solution that provides the same combination of CJIS Security Awareness Training, agency-specific training and testing, and audit management capabilities currently utilized through Peak Performance.

Although other platforms may offer individual training or compliance management functions, the alternatives reviewed did not demonstrate the same integrated capabilities necessary to support BCI's statewide operations.

Additionally, Peak Performance has an established working relationship with CPI to provide an interface between Peak Performance and OpenFox Messenger. This interface is configured for Idaho's existing systems and allows training certifications to be automatically updated between the two platforms. Alternative solutions would require additional research, development, and configuration to establish comparable functionality and compatibility with BCI's existing systems.

Replacing the current solution could also require changes to established training and certification processes, migration of existing records, and additional staff training. These changes would introduce potential costs, operational disruptions, and risks to the accuracy and continuity of certification reporting.

Based on the alternatives explored, BCI has not identified another solution that meets its current operational and integration requirements without additional system development or modifications to existing processes. Continuing with the established Peak Performance interface allows BCI to maintain its existing systems while ensuring accurate, efficient, and consistent certification reporting.
