The project requires contractors to furnish all labor, materials, equipment, and incidentals necessary to install fully functional insertion valves on existing pressurized water mains at 29 locations throughout Greenville without interrupting water service. The isolation valves must be installed using an approved insertion-valve method maintaining pipeline pressure and water quality at all times, with valves rated for a minimum 250 psi working pressure on pipe sizes ranging from 6 inches to 16 inches in diameter. Sealed bids are due by 3:00 p.m. local time on April 7, 2026, with submissions accepted electronically through https://procurement.opencov.com/portal/greenvilletx or by mail to P.O. Box 1049, Greenville, TX 75401. The City Council will consider bid award at a regular scheduled meeting at the Municipal Building following the bid opening. The contract will be established with a one-year firm pricing period. The document was prepared by the City of Greenville Engineering Department in February 2026 and advertised in the Greenville Herald Banner on March 21, 2026, and March 28, 2026.

Approved valve manufacturers include the Hydra-Stop Insta-Valve 250 or equal products approved by the City seven days prior to installation, with valves featuring full-port or near full-port design with permanent resilient-seated gates and stainless steel or epoxy-coated ductile iron bodies. Required contractor submittals include valve manufacturer data sheets, installation procedures and equipment descriptions, manufacturer installer certifications, and shop drawings showing valve locations and dimensions. The City is responsible for calling locates, excavating pits, providing traffic control, barricades, trench safety, pipe support, valve box installation, backfill, compaction, and street repairs. The contractor is responsible for site preparation, hot-tap insertion operations, polyethylene encasement of ductile iron components per ASTM D-1248-78, and permanent marking of valve locations by curb cuts and measurements from nearby landmarks. The City of Greenville reserves the right to reject any or all bids, waive technicalities, and readvertise if deemed necessary.
