The project requires furnishing all labor, materials, equipment, and incidentals to install fully functional insertion valves on existing pressurized water mains without interrupting water service. The contractor must install valves using an approved insertion-valve method that maintains pipeline pressure and water quality, with valves meeting AWWA standards and rated for minimum 250 psi working pressure. The project encompasses installation of insertion valves at 29 locations throughout Greenville on pipe sizes ranging from 6 inches to 16 inches in diameter, including cast iron pipe (CIP), ductile iron pipe (DIP), polyvinyl chloride (PVC), and reinforced concrete pipe (RCP). Bids will be accepted until 3:00 P.M. local time on April 7, 2026, with submissions accepted through the online portal at https://procurement.opengov.com/portal/greenvilletx or by mail to PO Box 1049, Greenville, TX 75401. The City Council will consider bid award at a regular scheduled meeting at the Municipal Building following bid opening.

The document specifies that insertion valves must be full-port or near full-port design with permanent resilient-seated gates, stainless steel or epoxy-coated ductile iron bodies, and approved manufacturers include Hydra-Stop Insta-Valve 250 or equal approved by the City seven days prior to installation. The City of Greenville is responsible for calling locates, excavating pits, providing traffic control, barricades, trench safety, pipe support, valve box installation, backfill, compaction, and street repairs. The contractor is responsible for site preparation, hot-tap insertion operations, polyethylene encasement of ductile iron components per ASTM D-1248-78, and permanent marking of valve locations by curb cuts and measurements from nearby landmarks. Contractor submittals must include valve manufacturer data sheets, installation procedures and equipment descriptions, manufacturer installer certifications, and shop drawings showing valve locations and dimensions.
