Approved valve manufacturers include the Hydra-Stop Insta-Valve 250 or equal products approved by the City seven days prior to installation. Sealed bids are due by 3:00 p.m. on April 7, 2026, with submissions accepted electronically through the eProcurement Portal at https://procurement.opengov.com/portal/greenvilletx or by mail to P.O. The contract is established as a requirements contract with a one-year firm pricing period extendable for an additional 12-month period under the same terms and conditions, with delivery required within four hours of order placement.
Required contractor submittals include valve manufacturer data sheets, installation procedures and equipment descriptions, manufacturer installer certifications, and shop drawings showing valve locations and dimensions. The City is responsible for calling locates, excavating pits, providing traffic control, barricades, trench safety, pipe support, valve box installation, backfill, compaction, and street repairs, while the contractor is responsible for site preparation, hot-tap insertion operations, polyethylene encasement of ductile iron components, and permanent marking of valve locations. The procurement documentation does not specify a budget range, award value, set-aside designations, restrictions on organization types, or disadvantaged enterprise requirements. The City reserves the right to reject any or all bids and waive technicalities as deemed necessary.
