About this file
This document is an amendment to a Request for Qualifications (RFQ) solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for site civil and structural engineering services. The solicitation is being issued by the Department of Energy's Fermi National Accelerator Laboratory. The RFQ provides details on how to submit qualifications, including that qualifications should be emailed to the Procurement Specialist and that only one qualifications package covering all categories is required. The RFQ also clarifies that the project manager must be a registered professional engineer in Illinois, and that licensed architects cannot be substituted. The RFQ states that all services are anticipated to be for projects at the Fermilab site in Batavia, Illinois, but services at other locations may be required. The deadline for submitting qualifications is May 8, 2024.

Site Civil & Structural Engineering Services IDIQ, Amendment 01
Soliciation: ISD-354856-SCM
5/08/2024
1. How/where do you submit your proposal?
Qualifications shall emailed to the Procurement Specialist, smercil@fnal.gov. No hard copies are required.
2. Can we submit on only one or two categories, i.e. just structural?
Please only submit one qualifications package. You may include experience and related items for all categories.
3. If we are submitting on multiple categories, do we have a completely separate submission for each category, or is it one proposal with a section for each category under each submittal requirement on RFQ pages 11 and 12?
Please only submit one qualifications package. You may include experience and related items for all categories.
4. Are there any additional forms we need to complete in addition to our qualifications? I saw references to documentation/manuals at the end of the RFQ so wanted to clarify if we need to fill anything out and include in our submittal.
Only a qualifications package is required at this stage.
5. Are you able to share a list of typical/projected projects?
A list of typical/projected projects is not available. Please refer to section 2.2 Categories of Project, and the subsections 2.2.1-2.2.5, for general descriptions.
6. Just confirming that if we are interested in submitting on several categories, we need to have a cover letter and supporting documentation specific to each category. As an example, the solicitation notes the cover letter should identify the categories we are submitting for. Does this mean we can do one cover letter for all categories?
Only one cover letter is required. Supporting documentation for each category is required.
7. For the Project Manager, can one Project Manager be assigned to several categories if their experience supports that arrangement? Also, one of our top Project Managers is an Architect.
The solicitation says it must be a professional engineer. Our Architect PM routinely manages and directs engineers on a wide variety of projects both multi-discipline and single discipline. Is it acceptable to use a licensed Architect?
Per Section 9.4 Project Manager, the offeror shall designate only one Project Manager for the firm, as they will also be the primary point of contact for contracting and all correspondence with the firm. The Project Manager may also serve as the Project Engineer for any category. A Project Engineer shall be designated for each category submitted. The firm may utilize the same Project Engineer for more than one category if their range of education, training and experience supports more than one category. Project Managers and Project Engineers must be registered as mailto:smercil@fnal.gov professional engineers in the State of Illinois. Licensed architects may not be substituted for registered professional engineers.
8. We are going to submit for several categories. In section 9.4 it indicates that we can submit one overall PM to act as overall POC, but in other sections it indicates that we need one PM and one PE for each category.

The Project Manager may also serve as the Project Engineer for any category. A Project Engineer shall be designated for each category submitted. The firm may utilize the same Project Engineer for more than one category if their range of education, training and experience supports more than one category.
9. Do we need to list a PM and PE for each category?

The Project Manager may also serve as the Project Engineer for any category. A Project Engineer shall be designated for each category submitted. The firm may utilize the same Project
10. We have separate PMs and PEs for each category except for Structural, where we have 3 qualified SEs but not a qualified SE PM.

11. Under Section 3. Task Orders state; "A/E professional services associated with this subcontract will be primarily for operations located at the Fermilab site in Batavia, Illinois." Can you clarify how much on-site work and remote work is anticipated in these tasks?
At this time, all professional services are anticipated to be for projects at the Fermilab site in Batavia, Illinois. However, the need for professional services for projects at sites other than Fermilab may arise.
12. Will the government accept a Project Manager with the required Federal experience, and Project Engineer/s who fulfills the requirement of “Knowledge of Engineering and typical permitting practices in the Northeastern Illinois area"?
This is not acceptable; the Project Manager and Project Engineer(s) shall have qualifications per sections 9.4 and 9.5, respectively.
