Subject: Request for Proposal for Professional Architect/Engineer (A/E)

Services, MI-65 Stack Modifications

Please submit a firm, fixed price proposal as well as a technical proposal, to provide professional architectural and engineering (A/E) services for the MI-65 Stack Modifications Project as described in the attached Statement of Work (SOW).

1. Background/Description:

Existing system: At MI65 there are three electric evaporation units located in the highbay with the following approximate capacities:

1. One unit at 8GPH, 24kw, 600cfm exhaust.

2. Two units at 16GPH, 48kw, 600cfm exhaust each.

There are three roof mounted fans (one per evaporation unit). The fans are Cook model QMXLE-HP, 1/2hp discharging 600cfm at approximately 3500fpm. The exhaust fans run continuously and the evaporators run in a batch process boiling off a condensate stream that contains radioactive isotopes, primarily tritium. The evaporators are gravity filled through pneumatic valves from an elevated holding tank above the evaporators.

The evaporator internal levels control the valve opening/close positioning. Previous ES&H testing of the roof moisture during rain events and the surrounding soil indicates that the dispersion pattern from the existing fans discharge is not acceptable. Since that realization the entire condensate volume is being processed and shipped to a long term storage facility.

A study (see attached) was conducted to understand what would be required to provide adequate condensate boil-off dispersion along with the required volume of a condensate storage system that would be needed to provide year round condensate boil-off with proper dispersion eliminating the need for local processing and shipping to the long term storage facility.

2. Scope of Work:

This task will provide final design construction documents utilizing the results of the study, initial conceptual design summaries and additional information provided herein. All design will adhere to

Fermi Radiological Work requirements.

This task is best described divided into five subsections:

1. Ground mounted exhaust system consisting of fan, heater and stack for condensate boil-off dispersion; design solutions are covered in the study documents and considered at a 30% design level.

2. Control strategies; design solutions covered in this RFP are currently at a 30% design level.

3. Transformer design and placement; as described at a conceptual design level in this RFP. A 30% submission is required.

4. 15,000 gallon integrated condensate storage system; as described at a conceptual design level in this RFP. A 30% submission is required.

5. Permanent separate building enclosure adjacent to MI-65 to house the condensate storage system; as described at a conceptual design level in this RFP. A 30% submission is required.

Each subsection is described in greater detail in the Appendix and attached studies and documents.

3. Deliverables:

The A/E consultant shall provide complete deliverables. The specific deliverables are defined as follows:

1. Onsite/Remote Kickoff meeting to confirm project understanding, including performing site investigation/confirmation and a walk-through of the area.

2. Comply with Fermilab A/E Consultant Handbook, policies, procedures and standards to provide detailed design drawings and specifications.

3. Issue 30% review drawings for the task subsections indicated above and, in the appendices, preliminary cost estimate and other required items for design submittal, in pdf and AutoCAD file format.

4. Upon receipt, the 30% design drawings will be reviewed by appropriate Fermilab personal.

5. Issue 60% review drawings, technical Specifications, control sequences, preliminary cost estimate and other required items for design submittal, in pdf and AutoCAD file format.

6. Upon receipt, the 60% design drawings will be reviewed by appropriate Fermilab personal.

7. Attend in-person/remote meeting to review Fermilab comments to 60% design submittals.

8. Provide written responses to Fermilab Review Comments.

9. Issue 90% review drawings, technical Specifications, control sequences, preliminary cost estimate and other required items for design submittal, in pdf and AutoCAD file format.

10. Issue Final Design (Issue for Proposal Drawings and technical Specifications), in pdf, Word and AutoCAD files.

11. Provide Engineer’s Opinion of Probable Construction Cost and Schedule

12. Provide Limited Commissioning Services to;

• Develop and submit Functional Performance Test forms.

• Perform, facilitate and witness Functional Tests for the new equipment and system.

• Provide and submit a summary field report.

13. Attend bi-weekly online meetings to update Fermilab on design progress.

14. Construction support services to include but not limited to: submittal reviews, RFI responses, construction meeting attendance (remote, as needed)

15. Construction site visits to monitor construction progress.

Fermilab Provided Services:

1. Fermilab will provide the needed existing system access, configuration information, capacities and characteristics.

2. Fermilab will provide reviews during the development of the project. These reviews are for compatibility with existing site systems and conformance with the technical requirements of the project. These reviews will not be considered part of the Subcontractor’s “Quality Control Program” and the Fermilab reviewers assume no professional liability for the performance of the engineered work.

3. Fermilab will provide electric power modeling of the existing MI65 facility.

4. Electric power arc flash studies will be required by Fermilab as part of the construction project.

4. Schedule:

Proposals will be evaluated within one month after the response deadline. The work shall commence upon receipt of an executed agreement. Kickoff meeting and site assessment tours shall be scheduled within one month of the executed agreement.

Approximate dates shown are based on an NTP of April 1, 2024:

1. Start: NTP expected by April 1, 2024

2. Kick off meeting: 15 days (approx. Apr 16)

3. Site investigation/walk-throughs: 21 days (approx. Apr 22)

4. 30% design submittal: 90 days (approx. June 30)

5. 30% review complete: 105 days (approx. July 15)

6. 60% design submittal: 180 days (approx. Sept 28)

7. 60% review complete: 195 days (approx. Oct 13)

8. 90% design submittal: 225 days (approx. Nov 12)

9. 90% review complete: 232 days (approx. Nov 19)

10. 100% final design: 240 days (approx. Nov 27)

Complete: Nov 2024

Construction Support schedule will be determined based on phasing due to availability of Fermilab’s construction funding.

5. Evaluation of Proposals:

The following criteria, with indicated weights, shall be used for evaluation of proposals:

1 In addition to any other requirements, the response proposal for this work should clearly indicate the approach that will be taken to meet the requirements and any limitations on scope that are assumed. A maximum three-page discussion of the AE’s approach to the project and summary of critical design issues taken from their review of the site and the appendices detailing the task elements. The approach will be judged on its demonstration of an understanding of the tasks, and the assessment of critical design elements.

2 Statement of Qualifications: Resume of the Project Manager, the A/E’s primary contact for the project to FRA.

A one page summary of applicable qualifications or experience with regards to this project scope. In addition provide resumes of the project engineers for all major disciplines involved in this design who will be primarily responsible for plans, specifications and estimates. For each person identified provide a maximum one-half page summary of qualifications and experience. (20%)

3 Direct experience with similar installations or designs will be considered as a bonus, provide 1-page maximum summaries of similar designs performed by the firm. The highest bonus will be awarded for similar projects performed by the team submitted for work on this project. (25%)

4 Past record in performing work for Fermilab, DOE, State of Illinois, or other Government agencies in the last five years. (10%)

5 Proximity to Fermilab. (10%)

6 Schedule for completion

Proposal Response Format:

Please submit a breakdown of the disciplines, sub-tier consultants and related work as well as the costs needed to accomplish the work scope described in this request for proposal. The proposal should also include a description of the work scope clarifications, if any, identified through discussions and meetings with FRA personnel. Include in your proposal both the base scope and option.

Responses must be complete and sufficiently detailed to address the specific information. The documentation shall address, at a minimum, the following:

A. Company Profile to include:

1. Company name and address;

2. Points of contact (names, titles, phone numbers and email addresses);

3. Proposed project approach/execution that addresses at minimum the items defined in each Project Phase. The A/E’s project approach/execution may include additional scope items the A/E deems necessary to the success of the project.

4. Responses addressing all items in this RFP.

B. A/E Design Fee Proposal: The offeror shall submit its Fee Proposal for this Project based on the information in the solicitation documents. The A/E fee proposal is also to include costs associated with reimbursable expenses on a not-to-exceed basis with no mark-up by the A/E firm; that is, reimbursables expenses are limited to the actual costs of the expense only.
