Electrification Study

Solicitation: ISD-349281-SCM

02/26/2024

Amendment 02

The purpose of this amendment is to:

1. Remove all language requesting price proposals. This is a request for qualifications.

2. Answer all RFI’s received.

Requests for Information Received

1. Question: Evaluation of Proposals: 4. Project descriptions request 'AE of Record’ and ‘Construction Start' which are not applicable to this scope of work. Please confirm if a similar study performed by architects and engineers is considered relevant past experience for this effort as long as we demonstrate technical expertise to perform related AE design services under 2. Demonstrated Success.

Answer: Similar Study is considered relevant.

2. Question: The A/E fee proposal is also to include costs associated with reimbursable expenses on a not-to-exceed basis with no mark-up by the A/E firm; that is, reimbursables expenses are limited to the actual costs of the expense only.” Please clarify what cost elements are considered reimbursable expenses (travel, odcs, etc.) for this firm fixed price award. Please also confirm that offerors are allowed to apply G&A and other indirect rate markups to reimbursable items in accordance with our approved CAS Disclosure statements. These indirect rate markups are allowable and do not include profit.

Answer: No cost/fee proposals are being considered at this time. Please only submit qualifications.

3. Question: Can FRA provide drawings for the buildings included in the Base and Optional Scopes?

Answer: We can provide drawings to help inform the proposals. What drawings are minimally needed? What type of information would be helpful to provide a more accurate price proposal?

4. Question: Is this a “best value” or “low price technically acceptable” procurement?

Answer: Only qualifications will be evaluated based on the criteria listed in the RFP.

5. Question: Is it FRA’s intent that this scope is a full service engineering study supported by Architecture, Mechanical, Electrical, Structural disciplines?

Answer: This is a planning level study. The intention is to include disciplines necessary to consider high-level building efficiency strategies alongside electrification specific equipment upgrades.

Involve other disciplines as is minimally necessary but we would still plan on doing more detailed design.

6. Question: Is there a project budget (or budget range) established that you can share?

Answer: We do not have budgetary numbers to share.

7. Question: Under Section 6. Proposal Response Format says the following: "The proposal should also include a description of the work scope clarifications, if any, identified through discussions and meetings with FRA personnel. Include in your proposal both the base scope and option."

Could we set up a meeting to discuss the project, its drivers and goals with FNAL?

Answer: Not at this time. A meeting could give an unfair advantage at this point in the process.

8. Question: For section 5 item 4 (projects of similar size and scope), can we submit in progress electrification projects and studies?

Answer: Yes

9. Question: The RFP makes several references to AE firm. Is FNAL looking to contract with a single Architect/Engineering entity? We are a national engineering firm and would look to partner with an architect for this project to round out our offerings. Since the scope is heavy on engineering scope, we would propose leading the effort and carrying an architectural partner as a subconsultant. Is that acceptable?

Answer: Include any subconsultants in your qualifications package.
