Presolicitation Notice/Advertisement GSA Public Buildings Service

U.S. GOVERNMENT

General Services Administration (GSA) seeks to lease the following space:

State: Michigan

City: Detroit

Delineated Area: City Limits of Detroit

Minimum Sq. Ft. (ABOA): 50,000 USF

Maximum Sq. Ft. (ABOA): 55,000 USF

Space Type: Light Industrial / Warehouse

Project Number: 3MI0438

Parking Spaces (Total): Minimum 50 parking spaces.

Per parking policy, the IRS cannot provide free, on-site parking for day shift employees except for Senior Executive Service (SES) executives and for employees with disabilities under the IRS policy of reasonable accommodation. Parking must also be provided for government vehicles. On-site parking has been requested for non-day-shift employees for security reasons since the facility operates 24 hours per day.

Full Term: 12 years

Firm Term: 8 years

Additional Requirements: Space Allocation: The public does not visit the facility. The facility consists of a light-industrial printing and mail handling production space with ancillary support.

Buildings must demonstrate the ability to meet all current Federal/GSA/PBS, State, and local codes and regulations. These include but are not limited to fire and life safety, accessibility, OSHA, and seismic protection.

11/2022

The space requirement may be satisfied in one of three ways; 1) single-story warehouse with loading dock; 2) single-story light industrial facility with a loading dock; 3) single-story office facility with a loading dock that can accommodate an industrial floor load capacity.

Minimum Column Spacing: 20 ft

Minimum Ceiling Height: 40 ft

Hours: 24/7/365, Sunday through Saturday

On-site parking has been requested for non-day-shift employees for security reasons since the facility operates 24 hours per day.

A well-designed loading dock and semi-trailer truck access facilities are critical elements.

Direct access to a loading dock from a ground floor slab is preferred. Loading Dock: three docks for incoming deliveries to accommodate 53-foot semi-trailer trucks / two docks for outgoing.

The IRS desires to attain LEED certification for the CPS 1 print facility at the Certified level.

As a Security Level 2-plus facility, a 25-foot setback must be maintained around the facility, parking, and loading dock receiving areas.

The site selected for the new facility, a UPS and engine-generator system will be provided.

Under this option, the CPS 1 print facility could operate indefinitely, even in the event of an extended loss of electrical power in the region.

A minimal (approximately 100 – 150 kW) UPS system will be provided to ensure continuity of power for the on-site computer servers and the controllers integrated into the printers and inserters.

The engine-generator would require at least 350 kW of capacity and on-site fuel storage for printing and inserting equipment. These calculations exclude building heating, ventilation, and air conditioning (HVAC) service. Emergency power or engine-generator backup of base building HVAC service would be required under this scenario to maintain building temperatures within acceptable tolerances.

The renovation of the electrical power system at the new facility may be more extensive than a typical light-industrial facility and may require additional infrastructure. If uninterrupted operation of the printing process is required during an extended power outage, substantial investment in building infrastructure is likely to be required.

According to the installation guide for the printer equipment, a raised access floor for air distribution in the print room is not required.

Printing and insertion equipment can be cooled and ventilated satisfactorily by an overhead air supply and overhead exhaust air. To maintain HVAC tolerances for each step of the printing process, CPS 1 has requested separate rooms for servers, printers, and inserters.

The new facility is required to be one story and required to have an automated fire suppression system for protection. A fire alarm system will be required throughout the facility Manual pull stations, smoke detectors, heat detectors, duct detectors, notification appliances, fire suppression monitor modules, and other initiating equipment shall be connected to a central fire alarm control panel.

The fire alarm system shall provide an automatic voice message to the building occupants in response to an alarm condition.

Per IRS FMSS Facilities Design Standards, the print room shall maintain a temperature between 70° F - 74° F and a relative humidity between 30-50%. A dust control system shall be provided suitable to control dust and fumes within the print room.

Per IRS FMSS Facilities Design Standards for server (MDF) room HVAC requirements:

Temperature in these spaces shall be maintained between 76°F - 80° F and humidity levels must be maintained between

25-50% RH.

Mechanical Environmental Requirements

The environment in the paper acclimation, printing, and inserting areas shall be designed primarily for high consistency in temperature and humidity to support the processes. Maintaining this high consistency environment will also result in a consistent environment for staff and occupants.

Loading Dock Area:

• Temperature Setpoint: Outdoor ambient + 10° F summer

50° F +/- 5 ° F winter

• Humidity Setpoint: None

Warehouse:

• Temperature Setpoint: Outdoor ambient + 10° F summer

64° F winter

• Humidity Setpoint: None

Printing/Inserter Area:

• Temperature Setpoint: 72° F +/- 2 ° F

• Humidity Setpoint: 30% to 50% relative humidity

• Note: Environmental conditions listed herein are IRS standards and are typically suitable for print/inserter areas, however, the printer/inserter equipment manufacturer’s data must be reviewed, and environmental conditions of actual equipment provided must be maintained to ensure proper operation, regardless of IRS standards.

General Office Space:

• Temperature Setpoint: 75° F +/- 2 ° F summer

72° F +/- 2 ° F winter

• Humidity Setpoint: None

Main Distribution Frame (MDF) Rooms:

• Temperature Setpoint: 78° F +/- 2 ° F

• Humidity Setpoint: 25% - 50% relative humidity

• Note: MDF rooms are also referred to as “telecommunications rooms”

Intermedia Distribution Frame (IDF) Rooms:

• Temperature Setpoint: 78° F to 81 ° F

• Humidity Setpoint: N/A

• Note: IDF rooms are also referred to as “telecommunications closets”

Maintaining consistent conditions between storage and production areas, at different times of day, and through different external climate conditions should be considered to be as important as the exact values of the target conditions.

All equipment operates at 208 volts and below, so a 208Y/120 volt electrical service is recommended.

Proposed Configuration - Backup Generator: A minimal (approximately 100 – 150 kW) UPS system will be provided to ensure continuity of power for the on-site computer servers and the controller system that coordinates data transfer to the printers and inserters. The UPS system will power only the servers in the server room and the computer controllers. The engine-generator would require at least 350 kW of capacity and on-site fuel storage for printing and inserting equipment. These calculations exclude building HVAC service.

UPS and Engine-Generator Systems:

Preliminary load tabulations indicate that the UPS load will be approximately 150 kVA to support servers and controllers for printers and inserters. If an engine-generator will be needed to provide extended backup time for the equipment, approximate calculations show that least 350 kW of capacity will be needed if only backing up the UPS and its connected equipment. However, at least a 400 kW engine-generator will be required if backing up all of the print shop equipment. If diesel-fueled, the amount of on-site fuel will depend on the desired back-up time. A natural gas powered engine-generator (usually more expensive than a diesel-fueled engine-generator) is also a possibility since the building codes do not require any of these loads to be backed up.

The building must have a lightning protection system and Surge Protective Devices (SPDs – formerly called TCCTV) at the electrical service and at the panel boards serving the printing system equipment. An existing building with an existing system would be ideal, although the SPDs could be installed in an existing system.

Telecommunications Infrastructure The Local Telephone company (Telco) provider must proved two large capacity data circuits (500Mbps). In a Reliability Configuration-03 dual access configuration providing diversity from two different Telco COs to the Main Point of Entry (MPOE) of the building.

Mechanical System Configuration:

Cooling and heating service should be available year round; buildings which de-activate chilled water service in the winter or heating service in the summer should not be considered without a modification in operating schedule. To ensure that the correct temperature and humidity is maintained for server, printer, and inserter equipment, separate rooms for each of these functions has been requested.

Floor Capacity: The floor live load caused by the equipment and/or paper will exceed typical office building code prescribed live loads for elevated floors, which are generally in the range of 50 to 100 pounds per square foot (PSF). The print shop will be- located on a ground- level slab. Slabs on ground designed for light industry warehouses are generally adequate for uniform live loads of 500 PSF or more and would be adequate to support the print shop equipment and three-level warehouse storage racks with rolls of paper stored on the bottom two levels. Industrial warehouse slabs on ground will also accommodate the lift-truck vehicles required to move large paper rolls weighing approximately 900 pounds each as well as other equipment and supplies.
