The U.S. General Services Administration (GSA) is seeking qualified small businesses to provide architectural, engineering, construction, and related services to replace approximately 887,000 square feet of concrete pavement at the LPOE. The project involves full pavement section and subgrade repair/rehabilitation/reconstruction, as well as design and construction of utilities, traffic control, and construction phasing. The contract will be awarded on a firm-fixed price basis using a "Best Value Concept" methodology, with a source selection factor favoring the provision of low embodied carbon materials. The anticipated contract value is between $10-20 million, with a period of performance of approximately 420 days (6 months for design and 8 months for construction). GSA is also seeking expressions of interest from suppliers and manufacturers of low embodied carbon asphalt, concrete, and steel materials.
