About this file

This document is a Sources Sought notice for a proposed Design-Build contract to repair and replace concrete pavements at the World Trade Bridge Land Port of Entry in Laredo, Texas. The U.S. General Services Administration (GSA) is seeking qualified small businesses to provide architectural, engineering, construction, and related services for this project.

The project involves the replacement of approximately 887,000 square feet of concrete pavement, including full pavement section and subgrade repair/rehabilitation/reconstruction. The work also includes temporary maintenance of pedestrian and vehicle traffic during construction. GSA anticipates issuing the solicitation in August 2024 and awarding a firm-fixed price contract in January 2025, with a 420-day period of performance. A key requirement is the use of low embodied carbon materials for concrete, asphalt, and steel that meet specific Global Warming Potential limits. Interested construction firms are instructed to provide a Letter of Interest with relevant experience and qualifications by June 26, 2024. GSA is also seeking expressions of interest from suppliers and manufacturers of eligible low embodied carbon materials.
