About this file
This is an Individual Program Requirement Notice (IPR Notice #3) issued under Commercial Solutions Opening HT003826SC001 by the Program Executive Office Defense Health Management Systems (PEO DHMS). The Government seeks a comprehensive and innovative commercial solution—comprising a process, methodology, or technology-enabled framework—to modernize its Enterprise Architecture approach and address critical gaps in strategic technology planning, alignment, and risk management.
The acquisition is structured around three Areas of Interest (AOIs): CSO AOI 1 (Operations) requires a data-driven Modernization Roadmap to optimize the current technology portfolio and deliver a prioritized, time-phased modernization plan; CSO AOI 2 (Strategy) requires a Target State Architecture defining the Government's future state and enabling long-term business strategy; and CSO AOI 3 (Governance) requires a Performance Framework establishing disciplined governance for on-time, on-budget project execution with risk oversight and alignment to the Target State Architecture. Anticipated deliverables include an Enterprise Technology Strategy Roadmap, Technology Risk Management Framework, Technology Transformation Change Management Plan, and Annual Technology Report. The period of performance is not to exceed nine months. Questions are due by 5:00 PM EST on March 25, 2026, and proposals must be submitted electronically via the Bidscale submission portal by 5:00 PM EST on April 16, 2026. INDIVIDUAL PROGRAM REQUIREMENT NOTICE #3
Notice for an Innovative Technology Vision and Execution Framework
NOTICE NUMBER: HT003826SC001-03
ISSUING OFFICE: Program Executive Office Defense Health Management Systems (PEO
DHMS)
CSO REFERENCE: This Individual Program Requirement (IPR) Notice is issued pursuant to Commercial Solutions Opening Number HT003826SC001 (the CSO), and all CSO terms, conditions, and procedures apply to this IPR Notice.
DATES:
• Publication Date: 20 March 2026
• Questions Due Date: 25 March 2026
• Proposal Submission Deadline: 16 April 2026
The objective of this IPR Notice #3 is to acquire a comprehensive and innovative commercial solution—a process, methodology, or technology-enabled framework— that introduce new ways of operating to address critical gaps in strategic technology planning, alignment, and risk management.
The Government is seeking a solution to modernize its approach to Enterprise Architecture.
The objective is to acquire a solution that defines a future architectural blueprint, creates a data-driven roadmap to optimize the current portfolio, and governs the technology investments that drive the organization toward its target state.
The ideal solution will be a functioning and repeatable framework that can be sustained by Government personnel long-term. In response to this IPR #3, PEO DHMS is seeking proposals for solutions that introduce new technologies, processes, or methods for the outcomes identified in the following AOIs:
• CSO AOI 1: Operations
Modernization Roadmap: A data-driven process to continuously optimize our current technology portfolio and deliver a prioritized and time-phased plan for modernization and investment.
• CSO AOI 2: Strategy
Target State Architecture: A clear and actionable technology blueprint that defines the Government’s future state and directly enables the Government’s long-term business strategy.
• CSO AOI 3: Governance
Performance Framework: A disciplined governance model that ensures on-time on-budget project execution and provides clear oversight for risk and alignment with the Government’s Target State Architecture.
These outcomes directly support all Goals defined in the CSO.
Proposed tangible results (or deliverables) should form the backbone of your solution. To guide offerors, examples of the types of deliverables the Government anticipates could include:
• An Enterprise Technology Strategy Roadmap
• Technology Risk Management Framework
• Technology Transformation Change Management Plan
• Annual Technology Report
The Government anticipates that a successful solution for this requirement will be delivered within a period of performance not to exceed nine (9) months.
