I was going through the PDF announcement instructions and had a question on the costing listed. I have screen shot sections of the call below for some assistance in explanation. Are we applying for One year or the five-year plan across the board? Also, what is the maximum per consortium to apply for each component based on the breakdown structure in the screenshot?
Thank you for your inquiry.

For more information, please refer to the section beginning on page 4 of the Announcement. The Period of Performance Length is 5 years. Please also review the ‘Funding Strategy’ section of the announcement beginning on page 21 for further details on specifics of the work plan.

The anticipated average one-year amount is detailed on page 4 under the heading “Average One Year Award Amount”. Anticipated average amounts for each of the two annual components are provided in this section under the heading “Estimated Award Ranges”.

I'm carefully reading the CDC-RFA-IP21-2101 call and would

really appreciate to have some clarification about one point:

In page 25 of the call it is stated that there are several positions within the project including "Principal Investigator" and "Project Director".

What is the difference between the two positions?

Thank you for your inquiry.

On page 25 under Organizational Capacity, we are asking for information on the key staff working with the program. Principal Investigator and Project Director could be the same position for a project, or they may be different. It just depends on what terminology and what structure your organization uses. These are examples of positions involved in projects and you need to provide requested information on key personnel based on your organizational structure.

I have registered on your website, but I can’t apply to the program. Can you please let me know how my organization could apply?
Thank you for your inquiry.

Instructions for applying begin on page 30. section c. Grants.gov. Please review the information provided for instructions on registering and applying to US Government opportunities.

I am interested in joining the informational calls scheduled on March 23 and 24 for CDC-RFA-IP21-2101. Since we will be transitioning to Daylight Savings Time this weekend, could you please confirm the times included in the solicitation are for Daylight Savings Time?
Thank you for your inquiry.

Information on the dates and times for the informational calls is detailed beginning on page 3 of the opportunity announcement. Daylight savings time does not affect the information provided. The information to access the calls is provided in these same pages. If the link is not active, please utilize the meeting ID and passcode to join the calls. You should be able to access Zoom and enter this information.

We have indeed another question regarding the leadership of the project:

According to other application rules, multiple Program Director/Principal Investigator (multiple PD/PI) awards are allowable to share the authority and responsibility for leading and directing the project, intellectually and logistically. Are multiple PD/PI allowable by CDC rules if well motivated through the application?

The titles Principal Investigator, Project Director referred to in Organizational Capacity on page 25 of the NOFO were indeed simply examples of key personnel that have been identified in past projects. The intent of the section is for you, the applicant, to describe the organization of your project and the key personnel responsible for managing project activities. For example, applicants under previous NOFOs identified intellectual and logistic activities and some, but not all, applicants follow this structure with the Principal Investigator responsible for intellectual strategy and a Project Director responsible for day to day logistics for the project.

Please use this section to describe your program organization and identify the key positions responsible for managing the projects. For each key position your organization identifies, please provide information on the activities and/or duties the person filling this position will perform in support of the project.

Mar 10
7
In addition, we are unable to select the text or follow the Zoom links in the solicitation. In order to avoid potential typos and difficulty joining the meetings, could you please share the hyperlinks for these meetings?

So the calls will take place at the specified time in the NOFO but the time zone is EDT and not EST as specified in the NOFO – correct?

Yes. The calls will be at the designated times once Daylight Savings time takes effect.

Mar 11
8
And what about the possibility, like for other grants, that the project could have multiple PIs (two indeed). Is that allowed by CDC policies too?
CDC policy does allow more than one PI. However, your organization must designate one person as the PRIMARY PI.

Thank you for your questions.

What happens, if the PI based in USA, and the Host country submitted 2 proposals to grants.gov. Because of the spike, lockdown in the Host country, I am collaborating. [The] office will…resume later in 2nd of April. I have no communication because all Offices of the Health department are closed. The amounts listed in the Award Information within the Funding Opportunity are the correct amounts.

Each component should have a separate budget and work plan and the overall award amount would be a total amount approved for all components deemed acceptable. Finally, please review Phase iii Review section for additional information.

Mar 23
22

We are interested in applying for the Funding Opportunity: CDC-RFA-IP21-2101.

Based on the NoFO, there has been an Informational Conference Call on March 23, 2021 and March 24, 2021. We missed to attend the call on either date. I would like to know if there will be another schedule on the Informational Conference Call which we can attend. If not, will you make the transcript of the call available to us?

Your response is much appreciated.

Thank you for your inquiry.

We will not be hosting another informational call. The transcript of the call as well as Questions and Answers will be posted as an addendum to the funding announcement on www.grants.gov. Please go to the ‘Related Documents’ tab of the announcement.

On page 28 of the NOFO rev3, it provides an approximate annual average for the award (Components 1 and 2 together) of $400k and for each Component 1 and 2 separately between $50-200K. Does this $200K represent the ceiling to which an organization can budget for each of those components or is there flexibility based on proposed work to propose a budget higher than $200K? If the $200K is not a ceiling for either Component 1 or 2, do either have a budget ceiling? Is $400K the ceiling of any combined Category 1 and 2 submission?
Please see section 9 Award Ceiling for details. There is not an award ceiling for this funding opportunity
Mar 26
41
On page 36 of the NOFO rev3, it states that the narrative must be in 12-point, single spaced font with 1-inch margins but does not indicate a specific font. Can the applicant determine the font type as long as it meets the 12 point/single spaced and margin requirement? Also, do figures and table need to be in 12-point font or can they be smaller than 12-point as long as legible with the document at 100%?
Please refer to the section on the Project Narrative. There is no specific font type designated. If the tables or figures are included as part of the project narrative work plan, the 12-point font requirement would apply.
Mar 26
42
One page 56 of the NOFO rev3, it indicates “Project Narrative - an additional 20 pages may be attached to include Component 2 and Component 3 information”. If an organization is applying for all three components, will each Component get 20 pages or do Component 2 and 3 need to be combined into a single combined additional 20-page narrative beyond Component 1?
Please refer to the Project Narrative section for further details.

The extra 20 pages includes both Component 2 and Component 3. A total of 40 pages if the applicant applies to all 3 Components.

Mar 26
43
If an applicant is applying for all three components, can it provide a single budget narrative and template, outlining cost for each component, or do they need to develop three separate budget narratives/templates?
Please refer to the Funding Strategy section for further details. As stated in this section: Applicants must submit a single application with a clearly marked budget and work plan for each proposed component and strategy. Clearly mark all work plans and budgets indicating Component name.
Mar 29

Mar 30
45
On page 25 of the NOFO rev3, the applicant should provide Curricula Vitae (CVs)/ Resumes for key staff. Is it also acceptable to use Bio sketches?
The Organizational Capacity section refers to Curricula Vitae (CVs)/Resumes. The definition of curriculum vitae is “a brief account of a person's education, qualifications, and previous experience, typically sent with a job application.” A Biosketch is defined as “writing generally done to inform the audience of a significant event or small portion of the person's life.’. We are looking for detail regarding the skills and abilities of the designated personnel to perform the activities outlined within the project.
Mar 30
46
On page 36 of the NOFO rev3, 9. “Project Abstract Summary”, a project abstract is to be included on the mandatory documents list for submission. Where an applicant chooses to apply for all 3 Components, does each component require a separate project abstract summary to be submitted or a single abstract is sufficient?
A single abstract inclusive of all aspects of the project would be acceptable for those applicants applying to all 3 Components. The abstract should clearly outline intentions for work within each Component.
Mar 30
47
On page 36 of the NOFO rev3, it states that the narrative must be in 12-point, single spaced font with 1-inch margins. Are the pages required to be in a specific format, that is, A4 or Paper format?
The standard paper size in utilized in the US Government is 8.5x11 sheets of paper.
Mar 30
48
Where an applicant has references as part of the application, can a separate attachment be used to submit such references or bibliographies?
Please see section 18 Other Submission Requirements. A. Electronic Submission for information on submitting attachments.
Mar 31
49
A quick follow up on the previous question on the Bio sketches, we mean the applying organization’s format Bio sketches. Are these acceptable?
Thank you for the inquiry. If the NIH-formatted bio-sketch provides information on the skills, experience and ability of the key personnel to complete the project objectives successfully, then that is acceptable.

We have received an email from WHO about the notice of funding opportunity CDC-RFA-IP21-2101 which is aimed to support improving and maintaining capacity to conduct influenza and other ARI surveillance. The Notice says that it is applicable for the countries designated by the World bank as low- and middle-income countries.

Can you please clarify whether we can apply for this application as XXX is classified as an upper-middle income country?

In case of a positive decision, please send us more detailed requirements for writing a project.

Thank you for the inquiry.

Please refer to the funding opportunity and review the ‘Eligibility’ section as well as the ‘Additional Information on Eligibility’ section. The list of countries designated by the World Bank as low- and middle-income (as of January 7, 2021) are listed for your reference. Countries in the list are considered to meet the designation noted in the ‘Eligibility’ section.

Unfortunately, due to the competitive nature of the application process, I cannot provide you with specific direction on writing the project response. Please refer to the funding opportunity section ‘D Application and Submission Information’ for specific information on the application process and requirements.

Another resource is the ‘Related Documents’ page on the www.grants.gov site. We are posting updates to the funding announcement as well as questions and answers. (updated weekly). Some detailed guidance was provided during the scheduled informational calls. If you were not able to attend, the information is provided on the Grants.gov site under the ‘Related Documents’ page. (Informational-Call IP21-2101 Script).

Dear colleagues, thank you very much for your interest in CDC-RFA-21-2101. Please note that all applications must be submitted on www.grants.gov to be considered for funding. Applications submitted on the Grant Solutions portal cannot be reviewed as part of the Objective Review process. If you have any additional questions please contact the program contact identified in the Notice of Funding Opportunity announcement, Pamela Kennedy iux5@cdc.gov.

I am writing to seek clarification on the inclusion of references for this NOFO. I note that Section H. Other Information does not list References as one of the acceptable attachments. This would suggest that references should be included in the Project Narrative. Can you please confirm whether the references should be included in the Project Narrative attachment and if so, do they count towards the page limitation for this attachment?
Thank you for your inquiry.

Please refer to ‘H. Other Information’ section for complete details on acceptable attachments. As noted, applicants may not attach documents other than those listed.

The ‘Project Narrative’ section provides information on the specific sections to be included within the application. Page counts specified in the funding announcement under the ‘Project Narrative’ section as well as the ‘H. Other Information’ section should include all information the applicant deems necessary to support their application request.

As per the below message we were directed to reach out directly to you for application specific questions. Unfortunately, we could not attend the Zoom meetings provided earlier as announced in the call for proposal announcement. We have some application specific and logistic inquiries, such as the need of a specific template or not, proper content of the MoH letter to assign WHO to submit on their behalf, and further the role of WHO after submission – if project is approved, etc.

Can we have a Zoom call or if there’s a recording of the previous Zoom meetings provided…we can first review [that] if possible.

Thank you for your inquiry. The Zoom meeting transcript and a document of questions & answers are posted online as an addendum to the application package. Visit www.grants.gov and select the Funding Announcement for CDC-RFA-IP21-2101 and navigate to the ‘Related Documents’ tab. Please refer to these documents and the funding announcement for full details of the requirements.

We are unable to schedule individual Zoom calls, but any additional questions can be submitted by email.

I am preparing to apply for the above-mentioned opportunity from the CDC.

However, the 'apply' tab does not highlight for me.

I have an institutional DUNS number and have also registered in SAM.

Is there any reason why the 'apply' tab does not highlight for me?

Thank you for your inquiry.

For technical difficulties with the grants.gov website, please contact the Grants.gov Support Center https://www.grants.gov/web/grants/support.html.

The NoFO stated that: “if an organization applies as a bona fide agent on behalf of the Ministry of Health, a letter from the Ministry of Health is required as document of the agreement.

MOH letter of agreement indicating designation as bona-fide agent to support surveillance goals at the national and local level for epidemiological and laboratory-based goals.”

Currently we have [an] MoU and active Cooperative Agreement with Ministry of Health. Would the documents suffice without the letter of support?

Thank you for your inquiry.

Please refer to the Eligibility and Organizational Capacity of Recipients sections for further details on the Letter of Support. Any letter submitted should indicate the Ministry of Health’s designation of other partners as bona-fide agent to support surveillance goals at the national and local level for epidemiological and laboratory-based goals is required.

I’m writing from the WHO country office with a question regarding the CDC call CDC-RFA-IP21-2101, related to eligibility.

After carefully reviewing the instructions as well as the Q&As, we are unfortunately still unclear as to whether the WHO country office can apply directly. More specifically, we were wondering whether (i) we can apply as WHO, with a letter of support from the Ministry of Health, meaning that the funds would be channeled through the country office or (ii) whether we should apply as bona fide agent of the government, meaning that the funds would be channeled through the government.

If possible, your guidance on this would be much appreciated and we look forward to hearing from you.

Applications to NOFO CDC-RFA-IP21-2101 are open and unrestricted. Additional eligibility applies to Ministries of Health or their bona fide agents in World Bank low- and middle-income designated countries. If any of these conditions pertain to the applying entity, then the organization may submit an application.

Apr 14
58
As a follow-up question, could you kindly indicate whether we still need a letter of support from the government if we are applying as WHO country office and not as bona fide agent of the government?
In accordance with the NOFO, all applicants should document their working relationship with the country of ministry of health and provide letters of support.
Apr 14
59
Could you kindly confirm that the project narrative, budget and workplan need to be for the 5 years of the project rather than only for the first year? I believe this question was asked during the Q&A session, but we are still not perfectly clear about it.
Please refer to Section 10 Project Narrative for details on content. Additionally, the Funding Strategy section provides a bit more detail on work plan development.
Apr 14
60
Should the detailed workplan for year 1 and the projection of strategies and activities to be accomplished in later years be two separate documents, or the same and should they be two separate documents for each component? Meaning for instance if we apply for components 1 and 3, do we need (i) two workplan documents: one for component 1 and one for component 3, each including both year 1 and subsequent years or (ii) 4 separate workplan documents – one detailed for year 1 and one less detailed for the subsequent years, for each components 1 and 3?
Please see the Funding Strategy section for details on component information. A clearly marked budget and work plan is needed for each proposed component. The plan should contain a detailed Year 1 plan and a projection of strategies and activities to be accomplished in later years.
Apr 14
61
Does the budget only cover year 1 or the 5 years and in case of the latter, should it be the same or different documents?
Details can be found in the Funding Strategy section. There is more information in the Organizational Capacity section as well.
Apr 14
62
Does the CDC have templates for the “Funding Preference Deliverables’ and the “Report on Programmatic, Budgetary and Commitment Overlap”? This is a question we had asked during the zoom call but according to the published Q&As the response is still pending.
The Funding Preference Deliverables does not have a template. Please refer to the Phase iii Review section for information on funding preferences. For each funding preference, clearly label the information per instructions. Acceptable information would be documentation supporting the preference. For example, for Funding Preference 2, scans of the EQAP score certificates provided by WHO would be acceptable.

For the Report on Programmatic, Budgetary and Commitment Overlap please refer to the Duplication of Efforts section for detailed instructions. If the Duplication of Efforts section does not apply, no action is needed.

Apr 16
63
How much funding can I apply for under Component 3?
Please refer to the funding opportunity for budget information. There is no defined funding floor (minimum) or ceiling (maximum) in the announcement. Component 3 is designed to provide the ability for the CDC Influenza Division to assist countries in responding to identified outbreaks or public health emergencies. It is recommended that applicants submit a robust and thorough workplan and budget within the defined scope of work. The current public health emergency is SARS-CoV-2. Applicants may want to utilize their country’s response to the current pandemic as a guide or model for broad activities needed for this component.
Apr 16
64
What is the page limit for component 3?

Please refer to the Application and Submission Information. The Project Narrative for Component 1 is limited to 20 pages, and applicants applying to Components 2 and 3 are allowed an extra 20 pages for both Component 2 and Component 3. A total of 40 pages, if the applicant applies to all 3 Components, is permitted for the Project Narrative

File details come from the government source that posted it. Updated .
