About this file

This is a Justification for Other than Full and Open Competition (Form F1001A) submitted by the Consumer Product Safety Commission (CPSC) for requisition CPS-2220-26-0071.

CPSC is procuring and installing a new National Defense Authorization Act (NDAA) compliant camera system at its warehouse facility through F-Concepts. The system includes three fixed cameras, one pan-tilt-zoom (PTZ) camera, a Valerus all-in-one recording server with 20TB storage, a 24-port gigabit PoE+ switch, enterprise software licenses, a 27-inch monitor, miscellaneous materials, and installation labor. Specifically, the procurement requires: one V2005D-PTZ 5MP PTZ dome camera; twelve V2002D-W313MIR 5MP outdoor dome cameras; one VERA-1U20N0-18 Valerus recording server; one TPE-TG240g TRENDnet PoE+ switch; sixteen Valerus Enterprise licenses; wall mounts, pole mounts, POE injectors, and associated hardware; 16 hours of senior technician labor; and one installation labor task. Optional recommended equipment includes additional cameras, a client workstation, upgrade protection plans, and supplemental monitors.

The justification is based on FAR 6.302-1(a), citing that only one responsible source can meet agency requirements. CPSC selected F-Concepts because the company currently maintains the camera systems at CPSC's Bethesda Towers and Single Purpose Room (SRP) locations under an existing maintenance agreement. All specified equipment is NDAA compliant and consistent with existing systems. The contracting officer is James Webb, with AED/Office EXFS as the originating office. The form was certified on May 19, 2026, and received concurrence from the AED/Office Director on May 20, 2026. The estimated contract value is redacted but does not exceed $700,000, requiring only contracting officer approval.
