About this file

This is a Request for Proposals (RFP) issued by Regional School District #4 Board of Education in Connecticut for Athletic Fields and Grounds Maintenance services at Valley Regional High School and John Winthrop Middle School. The RFP solicits proposals for two distinct service categories: Section C covers athletic fields maintenance including mowing, field lining, equipment maintenance, clay grooming, and irrigation monitoring, while Section D covers lawn and grounds maintenance including general mowing, trimming, weeding, edging, pruning, mulching, and seasonal cleanups at both school locations and the Central Office. A mandatory site visit and walkthrough is scheduled for May 15, 2026 at 9:00 AM, with the proposal deadline of May 28, 2026 at 2:00 PM at the District's Central Office in Deep River, Connecticut. The District reserves the right to award contracts for Sections C and D to different contractors. The initial contract term extends from July 1, 2026 through June 30, 2029, with optional renewal periods for years 4 and 5 (through June 30, 2031), subject to District discretion and appropriated funds.

Pricing must be submitted for each contract year in both written and numerical format, with the first year price held firm for 60 days post-opening. The District will evaluate proposals based on multiple criteria including experience, references, service capability, and responsiveness, with price being important but not the sole determining factor. Contractors must demonstrate a minimum of five years' practical experience in athletic field complex maintenance within USDA hardiness zones 5-7, with appropriate references required. The successful contractor must provide a performance and payment bond equal to 50% of Year One's proposed contract price, comprehensive insurance coverage including $1,000,000 Commercial General Liability, $1,000,000 Auto Liability, and $3,000,000 Umbrella/Excess Liability with the District named as additional insured, and a W-9 form prior to contract execution. The District is exempt from federal excise taxes and Connecticut sales and use taxes. Payment will be made in twelve equal monthly installments upon invoice receipt and District approval. All materials including field paint, clay, seed, and mulch are to be ordered by the contractor with invoices submitted directly to the District for payment, except for the 20 yards of mulch included in the base bid for grounds maintenance.

It is the responsibility of the contractor to report any large areas that need seeding to the district.

Separate pricing would be solicited for any projects falling under this description. Large scale over seeding will be performed by a separate contractor and will not be part of this contract.

Aeration, sodding, fertilization and pest control will be performed by a separate contractor and are not included in this contract.

13. CLAY MAINTENANCE AND GROOMING:

JWMS Baseball and Softball and VRHS Softball field areas shall be maintained utilizing only DuraEdge Classic Infield Mix and Pitcher’s Mound Clay. Infields shall be groomed for all scheduled games and practices. Water removal methods must not result in the formation of lips or the creation of grade irregularities that may affect proper drainage.
