About this file

This is an Invitation for Bid (IFB) issued by the State of Illinois Department seeking to procure stream mitigation credits from a vendor approved by the United States Army Corps of Engineers (USACE). The procurement addresses stream restoration credits necessary to meet stream impact mitigation permit requirements under Section 404 of the Clean Water Act, which regulates waters of the U.S. Bidders are required to specify the total number of stream mitigation credits they can offer. The IFB establishes a competitive bidding process for acquiring these environmental mitigation resources to support the state's compliance with federal water protection regulations.

The file establishes a formal procurement mechanism for obtaining USACE-approved stream mitigation credits, with pricing and availability to be determined through competitive bidding. Bidders must demonstrate USACE approval and verified capability to provide the requested credits in compliance with Section 404 permit requirements. The procurement focuses on quantifying vendor capacity and competitive pricing for stream restoration credits, with the state evaluating bids based on the total number of credits available and associated costs.
