About this file
This is an Invitation for Bid (IFB) document submitted to the State of Illinois for the procurement of stream mitigation credits under the Re-Bid District One Stream Mitigation Credits solicitation (B-53656). The Department seeks to procure stream restoration credits from a vendor approved by the United States Army Corps of Engineers (USACE) that meets stream impact mitigation permit requirements under Section 404 of the Clean Water Act regulating "waters of the U.S." Bidders are required to submit the total number of credits they can offer and must complete and submit all required documents as outlined in solicitation section A.1 to avoid disqualification.
The IFB form provides a framework for bidders to declare any claims for Illinois Procurement Code preferences, including Illinois Business Preference and Domestic Product Preference, with appropriate documentation required for each claimed preference. Bidders may take exceptions to standard terms and conditions by submitting a redline version of the Standard Terms and Conditions provided on the Illinois Chief Procurement Office website, though the State reserves the right to accept or reject any proposed exceptions. The completed and signed bid form constitutes the bidder's offer to the State of Illinois under full compliance with the solicitation requirements.
