About this file
This is an Invitation for Bid (IFB) form submitted to the State of Illinois Department for the procurement of stream mitigation credits under solicitation B-52500, designated as a Re-Bid for District One. The State seeks to procure stream restoration credits from a vendor approved by the United States Army Corps of Engineers (USACE) to meet stream impact mitigation permit requirements under Section 404 of the Clean Water Act, which regulates "waters of the U.S." Bidders are required to submit the total number of credits they can offer, and all bids must comply with the applicable solicitation documents. The form indicates that bidders must complete and submit all required documents as identified in solicitation document section A.1, with failure to meet requirements resulting in disqualification.
The IFB form provides space for bidders to claim applicable preferences under the Illinois Procurement Code, including Illinois Business Preference and Domestic Product Preference, with supporting documentation required. Bidders may also take exceptions to standard terms and conditions by submitting a redline version of the Standard Terms and Conditions, which the State may accept or reject at its discretion. The standard terms and conditions applicable to any resulting contract are available on the Illinois Central Procurement Office website at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html. The form requires an authorized representative of the bidder to sign and submit the completed bid as an offer to perform in full compliance with the subject solicitation.
