About this file

This is an Invitation for Bid (IFB) form issued by the State of Illinois for vendors to submit offers. The document serves as the standardized bidding form that prospective contractors must complete and submit in response to state solicitations. The IFB requires bidders to provide comprehensive information about their qualifications, proposed pricing, and compliance with solicitation requirements. Bidders must ensure completion of all required documents as specified in solicitation section A.1, with the understanding that failure to meet requirements will result in disqualification. The form includes sections for bidder identification, pricing submission, and acknowledgment of the State's Standard Terms and Conditions, which are incorporated into any resulting contract and available on the Illinois Central Procurement Office website.

The document addresses several procurement preferences available under the Illinois Procurement Code, allowing bidders to claim applicable preferences such as Illinois Business Preference or Domestic Product Preference, provided they submit required supporting documentation including affidavits for business preference claims and proper designation in line items for product preferences. The State reserves the right to determine whether claimed preferences are applicable. Bidders may take exceptions to standard contract terms and conditions by submitting a redlined version with their offer, though the State may accept or reject any proposed exceptions. By executing the form, the bidder certifies its intent to perform in full compliance with the solicitation requirements and authorizes submission of the bid for State consideration and potential acceptance.
