About this file

This is an Invitation for Bid (IFB) form submitted to the State of Illinois Department of Healthcare and Family Services (HFS) for Communications and Advertising Services related to Medicaid Outreach. The solicitation seeks an external public relations firm to provide statewide advertising and communications support for the new federal HR1 law implementation within the Illinois Medicaid program, with the primary objective of ensuring current Medicaid customers maintain their coverage. The document serves as the official bid submission form (Solicitation ID: 26-478HFS-DIREC-B-51797) and requires bidders to complete all mandatory documentation as outlined in Section A.1 of the solicitation document. Bidders must submit their proposals in full compliance with all solicitation requirements, and failure to meet any requirement will result in disqualification.

The IFB form provides bidders the opportunity to claim applicable Illinois Business Preferences and Domestic Product Preferences in accordance with the Illinois Procurement Code, with vendors required to complete the appropriate affidavit or designate items accordingly. Bidders may take exceptions to the Standard Terms and Conditions by submitting a redlined version; however, the State reserves the right to accept or reject any proposed exceptions. All resulting contracts will incorporate the Standard Terms and Conditions available through the Central Procurement Office at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html. The form requires authorization by an official bidder representative and includes signature and date certification fields to validate the submission as a binding offer to the State of Illinois.
