About this file
This is an Invitation for Bid (IFB) form submitted to the State of Illinois by the Illinois Department of Financial and Professional Regulation (IDFPR) for the administration, maintenance, and support of a statutorily required Anti-Predatory Lending Database. The document serves as the standard bid submission template used by the State of Illinois for soliciting offers from vendors. The form requires bidders to submit their proposals in compliance with all specified solicitation requirements, with failure to meet requirements resulting in disqualification. The document does not specify particular product quantities, response dates, due dates, site visits, bidders' meetings, award dates, or contract terms within the excerpt provided, as it functions primarily as a standardized submission form rather than a detailed solicitation package.
The form addresses several key procurement considerations including preferences available under the Illinois Procurement Code, such as Illinois Business Preference and Domestic Product Preference, which bidders may claim if applicable. Bidders are required to complete and submit an affidavit to claim the Illinois Business Preference and must designate items as "Domestic Product" in line item descriptions to claim that preference. The document also permits bidders to take exceptions to Standard Terms and Conditions by submitting a redline version, which the State may accept or reject at its discretion. Bidders are advised to reference the Standard Terms and Conditions available on the CPO General website and to complete all required documents as outlined in Section A.1 of the solicitation document.
